Abstract
Penelitian ini bertujuan untuk mengevaluasi kebijakan Program Sarjana Mendidik di Daerah Terdepan, Terluar, dan Tertinggal (SM3T) di Kabupaten Kepulauan Anambas Provinsi Kepulauan Riau. Model evaluasi yang digunakan adalah CIPP (Context, Input, Process, Product), serta dilengkapi sintesis kebijakan berbasis model CMR (Capaian, Masalah, Rekomendasi). Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi dari berbagai pemangku kepentingan. Hasil evaluasi menunjukkan bahwa secara kontekstual, program SM3T memiliki dasar hukum dan tujuan strategis yang jelas, serta menjawab kebutuhan nyata guru di Anambas. Pada aspek masukan, tersedia SDM berkualitas dan dukungan anggaran, namun dihadapkan pada masalah kurikulum pelatihan yang kurang kontekstual, keterlambatan pencairan dana, dan minimnya sarana. Evaluasi proses mengindikasikan seleksi berjalan baik, tetapi pelatihan, pendampingan, dan pengawasan masih lemah. Pada hasil, program terbukti meningkatkan ketersediaan guru dan kualitas pembelajaran, serta memberikan dampak sosial-budaya positif, meskipun keberlanjutan kontribusi alumni belum terjamin. Penelitian ini memberikan kontribusi teoretis dalam penerapan model evaluasi CIPP di konteks daerah 3T dan menawarkan pendekatan baru melalui integrasi CMR untuk merumuskan kebijakan berbasis data. Temuan juga menekankan pentingnya dimensi geopolitik dalam analisis kebutuhan guru di wilayah perbatasan sebagai bagian dari penguatan kehadiran negara. **** This study aims to evaluate the policies of the SM3T Program in the Anambas Islands Regency, Riau Islands Province. The evaluation model used is CIPP (Context, Input, Process, Product), supplemented by a policy synthesis based on the CMR model (Achievements, Problems, Recommendations). Data was collected through in-depth interviews, participatory observation, and documentary studies from various stakeholders. The evaluation results indicate that, contextually, the SM3T program has a clear legal basis and strategic objectives, and addresses the real needs of teachers in Anambas. In terms of inputs, there are qualified human resources and budgetary support, but the program faces issues such as an insufficiently contextual training curriculum, delays in fund disbursement, and inadequate facilities. The process evaluation indicates that selection procedures are well-managed, but training, mentoring, and supervision remain weak. In terms of outcomes, the program has proven to increase teacher availability and learning quality, as well as generate positive socio-cultural impacts, although the sustainability of alumni contributions remains uncertain. This research contributes theoretically to the application of the CIPP evaluation model in the 3T region context and offers a new approach through the integration of CMR to formulate data-driven policies. The findings also emphasize the importance of the geopolitical dimension in analyzing teacher needs in border areas as part of strengthening the state's presence.
