Abstract

Evaluasi penerapan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) pada proyek The Development and Upgrading of The State University of Jakarta (Phase 2) Civil Works dilakukan menggunakan model CIPP (Context, Input, Process, Product). Penelitian ini bersifat deskriptif-evaluatif dengan pendekatan kualitatif: pengumpulan data melalui wawancara semi-terstruktur dengan koordinator K3, petugas K3, dan pekerja; observasi retrospektif dokumen; serta analisis laporan K3. Hasil menunjukkan bahwa tahap Context dan Input telah kuat dari sisi kebijakan, struktur organisasi, dan penyediaan sarana pendukung; namun internalisasi kebijakan dan distribusi pelatihan bersertifikat perlu penguatan. Tahap Process berjalan tetapi tidak konsisten, ditandai rendahnya kepatuhan penggunaan APD dan keterbatasan pemeriksaan kesehatan yang menghambat efektivitas pelaksanaan. Tahap Product belum mencapai tujuan utama angka kecelakaan masih tinggi dan dokumentasi perbandingan baseline belum memadai sehingga pencapaian hasil belum optimal. Penelitian merekomendasikan penguatan sosialisasi dan pendidikan bersertifikat, perbaikan sistem monitoring dan dokumentasi, serta penerapan mekanisme penegakan kepatuhan yang seimbang (reward-and-penalty) untuk meningkatkan kinerja SMK3 di tahap pelaksanaan dan hasil. Kata Kunci : Evaluasi program, sistem manajemen K3, model CIPP, PP No. 50 Tahun 2012 The evaluation of the Occupational Safety and Health Management System (SMK3) in the Development and Upgrading of the State University of Jakarta (Phase 2) Civil Works project was conducted using the CIPP (Context, Input, Process, Product) evaluation model. This study employed a descriptive-evaluative qualitative approach through semi-structured interviews with the project’s HSE coordinator, safety officers, and workers, supported by document analysis and retrospective observations of project reports. The findings reveal that the Context and Input stages demonstrated strong compliance with regulatory requirements, including the existence of written policies, organizational structures, and supporting facilities. However, gaps remain in policy internalization and the provision of certified training programs for workers. At the Process stage, the system was implemented but inconsistently, as reflected in low adherence to personal protective equipment (PPE) use and the discontinuation of medical check-ups due to budget constraints. At the Product stage, the main objectives of SMK3 have not been fully achieved, indicated by the persistence of workplace accidents and the lack of comprehensive baseline documentation to measure progress. These results highlight that weaknesses in earlier stages of policy internalization, competence development, and process enforcement have significantly influenced the outcomes. The study recommends strengthening communication and training strategies, enhancing monitoring and documentation systems, and implementing balanced enforcement mechanisms (rewards and penalties) to improve SMK3 effectiveness in construction projects.
