Abstract
Penelitian ini bertujuan untuk mengeksplorasi faktor penghambat dalam pengelolaan program pelatihan internal pada salah satu perusahaan BUMN konstruksi. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara mendalam terhadap lima responden yang terdiri atas Manajer Human Capital (HC), dua orang PIC HC, satu orang peserta pelatihan, dan satu orang trainer. Eksplorasi data dilakukan menggunakan model Miles dan Huberman yang meliputi proses reduksi data, penyajian data, serta penarikan kesimpulan, dengan dukungan software NVivo dalam proses pengkodean dan pengelompokan tema kemudian makna di baliknya. Hasil penelitian mengidentifikasi 15 faktor penghambat sebagai pedoman wawancara yang kemudian dikelompokkan ke dalam empat aspek utama, yaitu aspek perencanaan, pelaksanaan, SDM , dan evaluasi pelatihan untuk olah data. Melalui proses eksplorasi dan sintesis data, faktor-faktor tersebut menghasilkan delapan faktor temuan pada matriks verbatim wawancara. Kemudian dari hasil gabungan persentase, references, dan matriks verbatim diperoleh dua faktor dominan yang menggambarkan permasalahan kunci dalam pengelolaan pelatihan internal. Dari keseluruhan temuan tersebut, penelitian ini menunjukkan bahwa faktor “jadwal pelatihan” memperoleh jumlah penyebutan sebanyak 35x dan presentase sebesar 22,96% (klasifikasi tinggi). serta “akses teknologi” memperoleh penyebutan sebanyak 27x dan presentase sebesar 17,75% (klasifikasi sedang). Dua faktor penghambat diharapkan dapat menjadi dasar rekomendasi strategis bagi perusahaan dalam meningkatkan efektivitas pengelolaan pelatihan internal, khususnya melalui perbaikan perencanaan jadwal, optimalisasi dukungan teknologi, serta penguatan koordinasi dan kualitas pelaksanaan pelatihan. ***** This study aims to explore the inhibiting factors in managing the internal training program at a state-owned construction company. The study uses a descriptive qualitative approach with data collection techniques in the form of in-depth interviews with five respondents, consisting of the Human Capital (HC) Manager, two HC PICs, one training participant, and one trainer. Data exploration was carried out using the Miles and Huberman model, which includes data reduction, data presentation, and drawing conclusions, with the support of NVivo software in the process of coding and grouping themes and then interpreting their meanings. The study results identified 15 inhibiting factors as interview guidelines, which were then grouped into four main aspects: planning, implementation, human resources, and training evaluation for data analysis. Through the process of data analysis and synthesis, these factors produced several key findings that illustrate the main issues in managing internal training. From all of these findings, this study shows that training schedule and technology access are the dominant inhibiting factors, as indicated by the high frequency of occurrence based on the percentage and mention frequency in respondent interviews. The results of this study are expected to serve as a basis for strategic recommendations for companies in improving the effectiveness of internal training management, particularly through better schedule planning, optimized technology support, and strengthened coordination and quality of training implementation. Through the process of data exploration and synthesis, these factors resulted in eight findings factors in the interview verbatim matrix. Then, from the combined results of percentages, references, and the verbatim matrix, two dominant factors were identified that describe the key issues in internal training management. From all these findings, this study shows that the factor "training schedule" received 35 mentions and a percentage of 22.96% (high classification), and "technology access" received 27 mentions and a percentage of 17.75% (medium classification). These two inhibiting factors are expected to serve as the basis for strategic recommendations for the company in improving the effectiveness of internal training management, particularly through better schedule planning, optimization of technology support, and strengthening coordination and training implementation quality.
