Abstract
Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor penyebab keterlambatan kapal impor terhadap ketidaksesuaian waktu kedatangan di Terminal Pelabuhan PT XYZ. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan pendekatan Fishbone Diagram untuk mengidentifikasi akar permasalahan secara sistematis. Data penelitian diperoleh dari catatan keterlambatan kapal periode Juli hingga Desember 2024 serta hasil wawancara dengan pihak perusahaan. Faktor penyebab keterlambatan di identifikasi berdasarkan lima indikator utama, yaitu Man, Method, Machine, Material, dan Environment. Hasil penelitian menunjukkan bahwa keterlambatan kapal impor dipengaruhi oleh kombinasi faktor internal dan eksternal. Pada faktor Man, koordinasi antarpetugas dan ketersediaan tenaga kerja yang belum optimal menyebabkan penurunan produktivitas bongkar muat. Faktor Method berkaitan dengan perencanaan dan penjadwalan sandar kapal yang belum mampu mengantisipasi kepadatan terminal serta perubahan jadwal secara mendadak, sehingga meningkatkan waktu tunggu kapal. Faktor Machine disebabkan oleh gangguan teknis pada peralatan bongkar muat, terutama peralatan yang telah berusia tua, yang mengakibatkan downtime alat. Faktor Material terkait dengan penanganan muatan khusus seperti DG dan RF container yang memerlukan waktu dan prosedur tambahan. Sementara itu, faktor Environment meliputi kepadatan area terminal serta kondisi cuaca ekstrim yang menghambat operasional. Berdasarkan identifikasi fishbone, dapat disimpulkan bahwa keterlambatan kapal impor di Terminal Pelabuhan PT XYZ terjadi akibat keterkaitan antar faktor sumber daya manusia, metode operasional, peralatan, karakteristik muatan, dan lingkungan. Oleh karena itu, diperlukan peningkatan koordinasi operasional, perbaikan perencanaan sandar kapal, optimalisasi peralatan, serta pengelolaan lingkungan terminal untuk meminimalkan keterlambatan di masa mendatang. ***** This study aims to identify the factors causing delays in import vessels that lead to discrepancies between actual and scheduled arrival times at the PT XYZ Port Terminal. The research employs a descriptive qualitative method using the Fishbone Diagram approach to systematically analyze the root causes of the problem. The data were obtained from records of vessel delays during the period of July to December 2024, supported by interviews with company stakeholders. The analysis categorizes the causes of delays into five main factors: Man, Method, Machine, Material, and Environment. The results indicate that import vessel delays are influenced by a combination of internal and external factors. The Man factor reveals that suboptimal coordination among operational personnel and limited workforce availability during peak activities reduce cargo handling productivity. The Method factor shows that berth planning and scheduling have not fully anticipated terminal congestion and sudden changes in vessel schedules, resulting in increased vessel waiting time. The Machine factor is related to technical disruptions of cargo handling equipment, particularly aging equipment, which causes equipment downtime and operational inefficiencies. The Material factor involves the handling of special cargo such as Dangerous Goods and Refrigerated Containers, which requires additional procedures and longer handling time. Meanwhile, the Environment factor includes terminal congestion and extreme weather conditions that hinder port operations. Based on the fishbone analysis, it can be concluded that import vessel delays at the PT XYZ Port Terminal are caused by the interrelation of human resources, operational methods, equipment conditions, cargo characteristics, and environmental factors. Therefore, improvements in operational coordination, berth planning, equipment optimization, and terminal environment management are required to minimize future delays.
