Abstract

Quiet quitting menjadi fenomena yang semakin mengemuka dalam organisasi sektor publik, khususnya pada institusi pelayanan dengan tuntutan kerja tinggi yang beroperasi dalam keterbatasan geografis dan sumber daya. Fenomena ini berpotensi melemahkan kualitas layanan, efektivitas organisasi, serta keberlanjutan kinerja aparatur sipil negara, terutama di wilayah strategis seperti Indonesia bagian timur. Penelitian ini bertujuan untuk menganalisis pengaruh workload dan work environment terhadap perilaku quiet quitting pada Pegawai Negeri Sipil di Direktorat Jenderal Perhubungan Udara Wilayah Papua. Penelitian menggunakan pendekatan kuantitatif dengan metode survei terhadap pegawai tingkat operasional pada unit pelaksana teknis bandar udara. Analisis data dilakukan untuk mengidentifikasi keterkaitan antara tuntutan pekerjaan, kondisi lingkungan kerja, dan kecenderungan keterlepasan kerja pegawai. Hasil penelitian menunjukkan bahwa workload berpengaruh positif dan signifikan terhadap quiet quitting, yang terutama tercermin melalui work intensity, mental effort, dan stress level. Sebaliknya, work environment berpengaruh negatif dan signifikan terhadap quiet quitting, dengan aspek pencahayaan, sirkulasi ruang kerja, dan fasilitas kerja sebagai indikator terendah. Perilaku quiet quitting paling dominan muncul dalam bentuk absenteeism, lateness, dan emotional detachment. Temuan ini menegaskan bahwa quiet quitting merupakan respons adaptif pegawai terhadap tekanan beban kerja yang berkelanjutan dan kondisi lingkungan kerja yang kurang mendukung. Oleh karena itu, pengelolaan workload dan perbaikan work environment menjadi elemen penting dalam menjaga keterlibatan pegawai serta keberlanjutan kinerja pelayanan publik. This phenomenon poses a potential threat to service quality, organizational effectiveness, and the sustainability of civil servants’ performance, especially in strategic regions such as eastern Indonesia. This study aims to examine the effects of workload and work environment on quiet quitting behavior among civil servants at the Directorate General of Civil Aviation in the Papua Region. This study employs a quantitative approach using a survey method targeting operational-level employees in airport technical implementation units. Data analysis was conducted to identify the relationships between job demands, working environment conditions, and employees’ tendencies toward work disengagement. The results indicate that workload has a positive and significant effect on quiet quitting, primarily reflected through work intensity, mental effort, and stress level. In contrast, the work environment has a negative and significant effect on quiet quitting, with lighting, workspace circulation, and work facilities identified as the lowest-rated indicators. Quiet quitting behavior is most prominently manifested through absenteeism, lateness, and emotional detachment. These findings confirm that quiet quitting represents an adaptive response by employees to sustained workload pressure and an unsupportive work environment. Therefore, effective workload management and improvements in the work environment are essential to maintaining employee engagement and ensuring the sustainability of public service performance.
