Abstract
Tingginya angka pengangguran lulusan Sekolah Menengah Kejuruan (SMK) menunjukkan masih adanya ketidaksesuaian antara kompetensi lulusan dengan kebutuhan dunia usaha dan dunia industri (DUDI). Pemerintah merespons kondisi tersebut melalui Program Sekolah Menengah Kejuruan Pusat Keunggulan (SMK PK) yang menekankan peningkatan mutu, relevansi kurikulum, dan penguatan kemitraan dengan DUDI. Penelitian ini bertujuan mengevaluasi implementasi Program SMK PK di Kota Metro dengan menggunakan model evaluasi CIPTRIK (Context, Input, Process, Behavior, dan Result) serta menilai efektivitasnya dalam meningkatkan kualitas lulusan. Penelitian ini menggunakan pendekatan mixed methods dengan teknik pengumpulan data berupa kuesioner, wawancara, observasi, dan studi dokumentasi pada lima SMK PK. Hasil penelitian menunjukkan bahwa tujuan dan kebijakan Program SMK PK telah selaras dengan arah kebijakan nasional. Kualitas kurikulum, kompetensi guru, dan dukungan pendanaan dinilai memadai, meskipun fasilitas praktik berbasis industri masih perlu ditingkatkan. Pembelajaran berbasis proyek, teaching factory, dan praktik kerja lapangan telah diimplementasikan, namun penguatan budaya kerja industri dan keterlibatan DUDI dalam proses pembelajaran masih perlu diperkuat. Hasil analisis menunjukkan bahwa kualitas fasilitas, kompetensi guru, implementasi kurikulum, dan komitmen profesional guru berpengaruh signifikan terhadap relevansi kurikulum dengan kebutuhan DUDI dan kualitas lulusan. Penelitian ini merekomendasikan penguatan fasilitas praktik, peningkatan profesionalisme guru melalui kolaborasi dengan DUDI, serta pengembangan kurikulum yang adaptif dan kontekstual.*****The high unemployment rate among Vocational High School (SMK) graduates indicates a mismatch between graduates’ competencies and the needs of industry. In response, the government introduced the Vocational High School Center of Excellence Program (SMK PK) to enhance educational quality, curriculum relevance, and partnerships with industry. This study aims to evaluate the implementation of the SMK PK program in Metro City using the CIPTRIK evaluation model (Context, Input, Process, Behavior, and Result) and to assess its effectiveness in improving graduate quality. This study employed a mixed-methods approach, with data collected through questionnaires, interviews, observations, and document analysis in five SMK PK schools. The findings indicate that the objectives and policy framework of the SMK PK program are aligned with national education policies. Curriculum quality, teacher competence, and funding support are considered adequate; however, industry-based practical facilities still require improvement. Project-based learning, teaching factory, and industrial work practices have been implemented, yet the strengthening of industrial work culture and industry involvement in the learning process remains limited. The results show that the quality of facilities, teacher competence, curriculum implementation, and teachers’ professional commitment have a significant influence on curriculum relevance to industry needs and on graduate quality. This study recommends strengthening industry-based practical facilities, enhancing teacher professionalism through collaboration with industry, and developing an adaptive and contextual curriculum aligned with labor market demands.
