Abstract

Penelitian ini bertujuan mendeskripsikan peran budaya organisasi dalam mewujudkan keterbukaan informasi publik di SMAN 21 Jakarta dengan menelaah nilai dan norma dasar, penerapan budaya organisasi dalam praktik keseharian, serta pola komunikasi internal dan partisipasi warga sekolah. Penelitian ini menggunakan pendekatan kualitatif deskriptif melalui observasi, wawancara mendalam, dan dokumentasi dengan pemilihan informan secara purposive sampling, yang melibatkan wakil kepala sekolah bidang kurikulum sebagai informan kunci serta didukung oleh humas atau TU, guru, OSIS, MPK, dan siswa. Hasil penelitian menunjukkan bahwa budaya organisasi di SMAN 21 Jakarta dibangun atas nilai kedisiplinan, kejujuran, kebersamaan, kolaborasi, dan kekeluargaan yang tidak hanya menjadi pedoman formal, tetapi juga hidup dalam kebiasaan warga sekolah sehari-hari. Nilai-nilai tersebut tampak dalam berbagai praktik dan artefak sekolah, seperti penggunaan website, media sosial, papan pengumuman, SOP permintaan informasi, SK Badan Publik Informatif, serta kanal aspirasi SuKa yang dikelola MPK sebagai ruang partisipasi siswa. Selain itu, pola komunikasi internal sekolah berlangsung secara berjenjang namun tetap terbuka melalui briefing, rapat, surat edaran, notulensi, WhatsApp, dan media publikasi lainnya, sehingga informasi dapat tersampaikan dengan lebih terarah, terdokumentasi, dan mudah dipahami. Temuan ini menunjukkan bahwa budaya organisasi berperan penting sebagai fondasi yang memperkuat transparansi, akuntabilitas, dan partisipasi warga sekolah dalam mewujudkan keterbukaan informasi publik di SMAN 21 Jakarta. ***** This research aims to examine the role of organizational culture in realizing public information disclosure at SMAN 21 Jakarta by analyzing underlying values and norms, the implementation of organizational culture in daily practices, and internal communication patterns as well as the participation of school members. This study employs a descriptive qualitative approach through observation, in-depth interviews, and documentation. Informants were selected using purposive sampling, with the vice principal for curriculum serving as the key informant, supported by public relations or administrative staff, teachers, OSIS, MPK, and students. The findings indicate that the organizational culture at SMAN 21 Jakarta is shaped by values of discipline, honesty, togetherness, collaboration, and a sense of familial belonging, which function not only as formal guidelines but also as lived practices in the daily life of the school community. These values are reflected in various organizational practices and artifacts, such as the school website, social media platforms, notice boards, the Information Request Standard Operating Procedures (SOP), the official decree recognizing the school as a Informative Public Institution, and the SuKa aspiration channel managed by MPK as a medium for student participation. In addition, internal communication is conducted in a hierarchical yet open manner through briefings, meetings, circular letters, minutes of meetings, WhatsApp communication, and other publication media, enabling information to be conveyed in a structured, documented, and accessible way. The study concludes that organizational culture plays a significant role as a foundational element in strengthening transparency, accountability, and participation among school members in realizing public information disclosure at SMAN 21 Jakarta.
