Abstract

Penelitian ini bertujuan untuk menganalisis peran Pejabat Pengelola Informasi dan Dokumentasi (PPID) dalam mengelola informasi publik di SMA Negeri 78 Jakarta berdasarkan Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Informan penelitian dipilih menggunakan teknik purposive sampling yang terdiri dari pihak PPID, kepala sekolah, serta tenaga kependidikan. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan studi dokumentasi. Analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan, serta diuji keabsahannya melalui triangulasi sumber. Hasil penelitian menunjukkan bahwa peran PPID dalam pengelolaan informasi publik di SMA Negeri 78 Jakarta secara umum telah mengacu pada ketentuan peraturan perundang-undangan, khususnya terkait penyusunan kebijakan, koordinasi, verifikasi, penyediaan, serta evaluasi layanan informasi publik. Namun demikian, implementasi di lapangan belum sepenuhnya optimal. Penyusunan kebijakan masih bersifat administratif dan belum kontekstual, koordinasi dan konsolidasi belum terintegrasi secara sistematis, proses verifikasi belum memiliki standar operasional yang rinci, serta penyediaan informasi belum sepenuhnya terpusat dan mudah diakses oleh seluruh warga sekolah. Selain itu, evaluasi dan pembinaan telah dilakukan, namun belum berjalan secara konsisten dan terstruktur. Temuan ini menunjukkan adanya kesenjangan antara ketentuan normatif dalam Undang-Undang Keterbukaan Informasi Publik dengan praktik implementasi di lapangan. Oleh karena itu, diperlukan penguatan dalam aspek manajerial, sistem informasi, serta koordinasi antarunit guna meningkatkan kualitas layanan informasi publik yang lebih transparan, akuntabel, dan responsif terhadap kebutuhan masyarakat.***** This study aims to analyze the role of the Information and Documentation Management Officer (PPID) in managing public information at SMA Negeri 78 Jakarta based on Law Number 14 of 2008 concerning Public Information Disclosure. This research employs a qualitative approach with a descriptive method. Informants were selected using purposive sampling, consisting of the PPID, the principal, and administrative staff. Data were collected through in-depth interviews, observation, and documentation study. Data analysis was conducted through data reduction, data display, and conclusion drawing, with data validity ensured through source triangulation. The results of the study indicate that the role of PPID in managing public information at SMA Negeri 78 Jakarta generally refers to the applicable regulations, particularly in terms of policy formulation, coordination, verification, information provision, as well as evaluation of public information services. However, its implementation has not been fully optimal. Policy formulation tends to be administrative rather than contextual, coordination and consolidation are not yet systematically integrated, verification processes lack detailed standard procedures, and information provision is not fully centralized and easily accessible to all stakeholders. In addition, evaluation and capacity-building efforts have been carried out, but not consistently and systematically. These findings reveal a gap between the normative provisions of the Public Information Disclosure Law and its actual implementation in practice. Therefore, strengthening managerial aspects, information systems, and inter-unit coordination is necessary to improve the quality of public information services to be more transparent, accountable, and responsive to public needs.
