Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pendidikan gratis terhadap kualitas pembelajaran yang ditinjau dari aspek input, process, dan output di SMAN 1 Bekasi, serta mengidentifikasi tantangan dan upaya sekolah dalam mengatasinya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Pengumpulan data dilakukan melalui observasi, wawancara mendalam dengan informan, serta studi dokumentasi. Analisis data menggunakan model Miles dan Huberman yang terdiri dari tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kebijakan pendidikan gratis dalam hal ini pembebasan SPP, tidak mengubah struktur akademik secara signifikan, namun memberikan tekanan nyata pada aspek input. Peningkatan jumlah peserta didik hingga maksimal 48 orang per kelas akibat program Program Anti Putus Sekolah dan kebijakan moratorium guru honorer menjadi tantangan utama. Meskipun demikian, pada aspek process, kualitas pembelajaran tetap terjaga melalui adaptasi pedagogis guru yang menerapkan student-centered learning dan pembelajaran differentiated learning. Pada aspek output, hasil belajar siswa tetap berada dalam kategori sangat baik, ditandai dengan motivasi belajar yang tinggi dan diterimanya lebih dari 300 lulusan di Perguruan Tinggi Negeri pada tahun 2025. ***** This study aims to analyze the implementation of the free education policy and its impact on learning quality, viewed from the input, process, and output aspectsn at SMAN 1 Bekasi, as well as to identify the challenges faced and the school's efforts to overcome them. This research utilizes a qualitative approach with a descriptive method. Data was collected through observation, in-depth interviews with informants and documentation study. Data analysis was conducted using the Miles and Huberman model, which consists of data reduction, data display, and conclusion drawing. The findings indicate that the free education policy tuition fee exemption did not significantly alter the academic structure, but it created tangible pressure on the input aspect. The increase in the number of students up to a maximum of 48 per class due to the Anti-Dropout Program and the moratorium policy on hiring non-permanent teachers became the main challenges. Nevertheless, in the process aspect, learning quality was maintained through teachers pedagogical adaptations by applying student-centered learning and differentiated learning. In the output aspect, student learning outcomes remained in the excellent category, marked by high learning motivation and the acceptance of over 300 graduates into State Universities (PTN) in 2025.
