Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis manajemen Pelatihan Berbasis Kompetensi (PBK) Pengukuran Produktivitas dalam meningkatkan kinerja peserta di Pusat Pengembangan Produktivitas Daerah (P3D) Provinsi DKI Jakarta. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif yang berfokus pada fungsi manajemen yang meliputi perencanaan, pengorganisasian, pelaksanaan, dan pengendalian. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan dengan uji keabsahan data menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa manajemen Pelatihan Berbasis Kompetensi (PBK) Pengukuran Produktivitas di P3D Provinsi DKI Jakarta telah dilaksanakan secara sistematis dan terintegrasi melalui fungsi perencanaan, pengorganisasian, pelaksanaan, dan pengendalian yang berkontribusi terhadap peningkatan kinerja peserta. Perencanaan pelatihan disusun berdasarkan kebutuhan kompetensi dan mengacu pada Standar Kompetensi Kerja Nasional Indonesia (SKKNI). Pengorganisasian dilakukan melalui pembagian tugas, penetapan peran, dan koordinasi antar pihak yang terlibat dalam penyelenggaraan pelatihan. Pelaksanaan pelatihan menerapkan pembelajaran berbasis kompetensi melalui kegiatan teori dan praktik serta uji kompetensi untuk mengukur pencapaian kompetensi peserta. Pengendalian dilakukan melalui monitoring dan evaluasi terhadap proses maupun hasil pelatihan. Penerapan fungsi manajemen secara sistematis dan terintegrasi berkontribusi terhadap peningkatan kinerja peserta yang ditunjukkan melalui peningkatan pengetahuan, keterampilan, dan sikap kerja. Efektivitas manajemen Pelatihan Berbasis Kompetensi berperan penting dalam mendukung peningkatan kinerja peserta. Kata Kunci: Manajemen Pelatihan, Pelatihan Berbasis Kompetensi, Kinerja Peserta ***** This study aims to identify and analyze the management of Competency-Based Training (CBT) on Productivity Measurement in improving participant performance at the Regional Productivity Development Center (P3D) of DKI Jakarta Province. This research employed a qualitative approach with a descriptive method, focusing on management functions, namely planning, organizing, implementing, and controlling. Data were collected through in-depth interviews, observations, and document analysis. Data analysis was conducted through data reduction, data display, and conclusion drawing, while data validity was ensured through source triangulation. The results indicate that the management of Competency-Based Training (CBT) on Productivity Measurement at P3D of DKI Jakarta Province has been implemented systematically and integratively through the functions of planning, organizing, implementing, and controlling, which contribute to improving participant performance. Training planning was developed based on competency needs and referred to the Indonesian National Work Competency Standards (SKKNI). Organizing was carried out through task allocation, role assignment, and coordination among stakeholders involved in training implementation. The training implementation applied competency-based learning through theoretical and practical activities, as well as competency assessments to measure participants’ competency achievement. Controlling was conducted through monitoring and evaluation of both the training process and outcomes. The systematic and integrated implementation of management functions contributed to improved participant performance, as reflected in the enhancement of participants’ knowledge, skills, and work attitudes. The effectiveness of Competency-Based Training management plays an important role in supporting the improvement of participant performance.
