Abstract

Penelitian ini bertujuan untuk mendeskripsikan implementasi sistem penjaminan mutu Aset Intelektual dalam proses manajemen pengetahuan di Badan Pendidikan dan Pelatihan Keuangan (BPPK), Kementerian Keuangan Republik Indonesia. Fokus kajian mencakup konsep, siklus dan indikator, kebijakan dan regulasi, standarisasi dan validasi, pengelolaan dan pemeliharaan, serta peran teknologi informasi dalam sistem penjaminan mutu Aset Intelektual. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa BPPK telah mengimplementasikan sistem penjaminan mutu Aset Intelektual secara sistematis melalui tiga tahapan utama, yaitu penyusunan kerangka pengetahuan, review oleh Panitia Penjaminan Mutu (PPM), serta validasi dan penetapan akses, yang seluruhnya difasilitasi oleh platform Knowledge Management System (KMS) yang terintegrasi dengan Kemenkeu Learning Center (KLC). Proses review dilakukan berdasarkan standar yang diatur dalam PMK Nomor 226/PMK.011/2019 dengan mempertimbangkan aspek teknis dan substansi konten. Sistem ini selaras dengan prinsip Total Quality Management (TQM) dan siklus manajemen pengetahuan terintegrasi. Meskipun demikian, terdapat sejumlah aspek yang memerlukan penguatan, antara lain kelengkapan panduan teknis operasional, sosialisasi peran PPM, serta dukungan infrastruktur KMS. Penelitian ini menegaskan bahwa penjaminan mutu dan manajemen pengetahuan merupakan dua sistem yang saling melengkapi dan tidak dapat dipisahkan dalam mewujudkan budaya organisasi pemelajar yang unggul. ***** This study aims to describe the implementation of an intellectual asset quality assurance system within the knowledge management process at the Financial Education and Training Agency (BPPK), Ministry of Finance of the Republic of Indonesia. The research focuses on the concept, cycle and indicators, policies and regulations, standardization and validation, management and maintenance, as well as the role of information technology in the intellectual asset quality assurance system. A qualitative approach with a descriptive method was employed. Data were collected through in-depth interviews, observation, and document study. The findings reveal that BPPK has implemented a systematic intellectual asset quality assurance system comprising three main stages: knowledge capture, review by the Quality Assurance Committee (PPM), and validation with access level determination, all facilitated through the Knowledge Management System (KMS) integrated with Kemenkeu Learning Center (KLC). The review process is conducted in accordance with standards established under Minister of Finance Regulation No. 226/PMK.011/2019, covering both technical and content substance aspects. This system aligns with the principles of Total Quality Management (TQM) and the Integrated Knowledge Management cycle. Nevertheless, several areas require further strengthening, including the completeness of operational technical guidelines, PPM role briefing, and KMS infrastructure support. This study affirms that quality assurance and knowledge management are two mutually complementary systems that are inseparable in developing a better learning organization.
