Abstract
***** This study is motivated by the importance of ensuring equal access to education for people with disabilities through the implementation of inclusive education in upper secondary schools. Although inclusive education policies have been implemented, there are still various challenges regarding the admission of students with disabilities and their adaptation to the school environment. Therefore, this study aims to analyse the implementation of inclusive education in the admission of students with disabilities at State Senior Secondary School 76 in Jakarta, to examine the school’s readiness to accept students with disabilities, to identify the forms of social stigma experienced by students with disabilities, and to understand the adaptation strategies they employ within the school environment. This study employs a qualitative approach using the case study method. Data were collected through interviews, observation, documentation and a literature review. The research was conducted in 2025, involving the headteacher, deputy headteacher, teachers, students with disabilities, students without disabilities and parents. Data validity was strengthened through triangulation techniques. The research findings indicate that State Senior Secondary School 76 Jakarta has implemented inclusive education by admitting students with disabilities through the affirmative action admissions scheme. However, its implementation has not been optimal due to a lack of accessible facilities, uneven teacher competence, and a lack of a support system. Students with disabilities still face stigma in the form of negative labelling, stereotyping, differential treatment, and low expectations. On the other hand, support from teachers, peers and families helps students adapt both academically and socially. Thus, the success of inclusive education is determined not only by admission policies, but also by the school’s readiness to create an inclusive and stigma-free environment.
