Abstract

Kewajiban sertifikasi halal mendorong Usaha Mikro, Kecil, dan Menengah (UMKM) untuk menyesuaikan proses usahanya dengan ketentuan Jaminan Produk Halal. Namun, keterbatasan pengetahuan, sumber daya, dan akses terhadap pendampingan masih menjadi tantangan dalam proses adaptasi tersebut. Penelitian ini bertujuan menganalisis peran pendampingan melalui Program Pelatihan dan Uji Kompetensi Penyelia Halal PT SUCOFINDO Tahun 2025 dalam mendukung adaptasi sertifikasi halal UMKM menggunakan konsep AGIL Talcott Parsons. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus. Data dikumpulkan melalui observasi, wawancara mendalam, dan dokumentasi, yang melibatkan enam informan utama (peserta program), satu informan kunci (PIC Bidang Pendidikan TJSL PT SUCOFINDO), serta dua informan pendukung (pelaku UMKM). Validitas data diperkuat melalui triangulasi dengan Project Manager PT SUCOFINDO Advisory Utama. Hasil penelitian menunjukkan bahwa Program Pelatihan dan Uji Kompetensi Penyelia Halal PT SUCOFINDO Tahun 2025 meningkatkan kompetensi mahasiswa melalui pelatihan, pendampingan, dan sertifikasi BNSP, serta membantu UMKM memperoleh akses pendampingan sertifikasi halal, meningkatkan penjualan, dan memperkuat kapasitas usaha. Pendampingan tersebut mendorong adaptasi UMKM dalam memenuhi persyaratan sertifikasi halal melalui penerapan Standar Jaminan Produk Halal (SJPH). Analisis AGIL menunjukkan bahwa proses adaptasi didukung oleh kerja sama antara pemerintah, perusahaan, perguruan tinggi, lembaga sertifikasi, mahasiswa, dan UMKM dalam membangun sistem pendampingan yang membantu mengatasi keterbatasan pengetahuan, akses, dan sumber daya. ***** The mandatory halal certification requirement encourages Micro, Small, and Medium Enterprises (MSMEs) to adjust their business processes to the provisions of Halal Product Assurance. However, limitations in knowledge, resources, and access to mentoring remain significant challenges in this adaptation process. This study aims to analyze the role of mentoring through the 2025 Halal Supervisor Training and Competency Testing Program by PT SUCOFINDO in supporting MSMEs' adaptation to halal certification, utilizing Talcott Parsons' AGIL framework. This research employs a qualitative approach with a case study method. Data were collected through observation, in-depth interviews, and documentation, involving six primary informants (program participants), one key informant (the Person in Charge of the Education Division, TJSL PT SUCOFINDO), and two supporting informants (MSME owners). Data validity was reinforced through triangulation with the Project Manager of PT SUCOFINDO Advisory Utama. The results show that the 2025 Halal Supervisor Training and Competency Testing Program by PT SUCOFINDO enhances student competencies through training, mentoring, and BNSP certification, while also assisting MSMEs in gaining access to halal certification mentoring, increasing sales, and strengthening business capacity. This mentoring encourages MSMEs to adapt to halal certification requirements through the implementation of the Halal Product Assurance Standard (SJPH). The AGIL analysis indicates that the adaptation process is supported by collaboration between the government, companies, universities, certification bodies, students, and MSMEs in building a mentoring system that helps overcome limitations in knowledge, access, and resources.
