Abstract

ABSTRAK Rumah sakit, sebagai organisasi yang berkecimpung dalam pelayanan kesehatan, dituntut untuk memiliki keunggulan kompetitif, dengan output berwujud kepuasan pelanggan atau pasien. Sebagai pemenuhan atas tuntutan tersebut, maka pengembangan human capital berbasis kompetensi merupakan jawaban guna mewujudkan pelayanan prima dan paripurna dengan didukung oleh kelengkapan sarana prasarana yang memadai, dengan peralatan medis yang canggih. Penelitian ini menggunakan metode fenomenologi riset, dengan pendekatan kualitatif. Adapun teknik pengumpulan data melalui wawancara secara mendalam, observasi, telaah dokumentasi, dan Focus Group Discussion (FGD). Pemilihan informan dilakukan secara purposive sampling. Teknik analisis data di lapangan dengan menggunakan NVIVO. Upaya pengembangan kompetensi melalui Continuing Professional Development (CPD), dikombinasikan dengan metode pembelajaran, diselaraskan dengan kebutuhan belajar, praktik profesional, komitmen pribadi, antusiasme, dan lingkungan kerja yang kondusif. CPD didasarkan pada prinsip andragogi (interaktif, refleksi, umpan balik, bimbingan atau inovatif). Pengembangan inovasi, kreativitas, dan inisiatif melalui motivasi. Pengembangan inovasi bidang keperawatan fokus pada peningkatan kualitas pelayanan (service exellence); peningkatan derajat kesehatan pasien; dan pengurangan biaya perawatan. Pengembangan kreativitas melalui penumbuhan motivasi dalam up date informasi; manage informasi klinis; dan pengembangan perangkat lunak. Pengembangan inisiatif, melalui: knowledge sharing; proses perekrutan dan promosi menerapkan talent scouting; up date informasi; dan publikasi informasi. Strategi dalam mewujudkan pelayanan prima dan paripurna, dilakukan melalui: pemberian insentif guna memotivasi terciptanya layanan berkualitas; melakukan perubahan metode keperawatan, melalui peningkatan kerja tim; dan memberikan perhatian kepada tenaga kesehatan, untuk meningkatkan kualitas pelayanan (service exellence); perluasan akses pelayanan; dan terwujudnya loyalitas pelanggan (pasien). Human capital yang kompeten adalah human capital yang memiliki pengetahuan, keterampilan dan kemampuan. Di samping itu, dilengkapi dengan inisiatif, kreativitas dan inovatif yang berkarakter (memiliki watak, konsep diri dan motif). Pencapaian pelayanan prima dan paripurna merupakan siklus dari perwujudan human capital berbasis kompetensi, dengan pengembangan motif, konsep diri dan watak, sehingga terbentuk human capital berkarakter, melalui Penguatan Pendidikan Karakter (character building), dengan olah pikir, olah raga, olah rasa dan olah hati. Kata kunci: human capital; kompetensi; pelayanan prima dan paripurna; RSPAD Gatot Soebroto ABSTRACT As an organization engaged in health services, hospitals are required to have a competitive advantage, with tangible outputs of customer or patient satisfaction. As a fulfillment of these demands, the development of competency-based human capital is the answer to realizing excellent and perfect services supported by adequate infrastructure and sophisticated medical equipment. This study used a research phenomenology method, with a qualitative approach. The data collection techniques was conducted hrough in-depth interviews, observation, study of documentation, and Focus Group Discussion (FGD). The selection of informants is done by purposive sampling. Data analysis techniques in the field was using NVIVO. Competency development efforts through Continuing Professional Development (CPD), combined with learning methods, are aligned with learning needs, professional practice, personal commitment, enthusiasm, and a conducive work environment. CPD is based on the principle of andragogy (interactive, reflection, feedback, guidance or innovative). Development of innovation, creativity, and initiative through motivation. The development of innovation in the nursing field focuses on improving service quality (service excellence); improvement of patient health status; and reduction of maintenance costs. Developing creativity through growing motivation in up to date information; manage clinical information; and software development. Development of initiatives, through knowledge sharing; the recruitment and promotion process of implementing talent scouting; up to date information; and information publication. Strategies in realizing excellent and perfect services are carried out through providing incentives to motivate the creation of quality services; make changes to the nursing method, through increased teamwork; and paying attention to health workers, to improve service quality (service excellence); expansion of service access; and the realization of customer loyalty. Competent human capital is human capital that has the knowledge, skills, and abilities. In addition, it is equipped with initiative, creativity and innovative character (having character, self-concept, and motives). Achievement of excellent and perfect service is a cycle of the realization of competency-based human capital, with the development of motives, self-concepts, and character, so that character capital is formed, through strengthening character education, with thought building, sports, feeling and heart training.
