Abstract
Program Pelatihan Hazard Analysis and Critical Control Point (HACCP) merupakan salah satu upaya Kementerian Kelautan dan Perikanan dalam meningkatkan kompetensi sumber daya manusia sektor pengolahan hasil perikanan. Namun, efektivitas pelatihan belum banyak dievaluasi secara komprehensif hingga dampaknya terhadap penerapan di lingkungan kerja. Penelitian ini bertujuan mengevaluasi Program Pelatihan HACCP di Balai Pelatihan dan Penyuluhan Perikanan (BPPP) Tegal menggunakan Model Evaluasi Kirkpatrick yang mencakup empat level, yaitu Reaction, Learning, Behavior, dan Results. Penelitian menggunakan pendekatan kuantitatif evaluatif dengan metode survei. Data dikumpulkan melalui kuesioner, dokumentasi, serta nilai pre-test dan post-test. Analisis dilakukan menggunakan statistik deskriptif, uji normalitas Shapiro Wilk, dan Wilcoxon Signed Rank Test. Hasil penelitian menunjukkan bahwa peserta memberikan tanggapan sangat positif terhadap penyelenggaraan pelatihan (Reaction). Pada Level Learning, terjadi peningkatan pengetahuan yang signifikan setelah pelatihan (p < 0,001). Level Behavior, alumni telah menerapkan prinsip-prinsip HACCP secara sangat konsisten dalam pekerjaan. Sementara itu, Level Results menunjukkan adanya kecenderungan peningkatan hasil penerapan HACCP antara kondisi sebelum pelatihan (T0) dan enam bulan setelah pelatihan (T1), namun peningkatan tersebut belum signifikan secara statistik (p = 0,261). Secara keseluruhan, Program Pelatihan HACCP telah efektif dalam meningkatkan kepuasan, pengetahuan, dan perilaku peserta, meskipun dampaknya terhadap hasil kerja memerlukan waktu lebih panjang serta dukungan implementasi di lingkungan kerja./*****The Hazard Analysis and Critical Control Point (HACCP) Training Program is one of the efforts of the Ministry of Maritime Affairs and Fisheries to improve the competence of human resources in the fishery product processing sector. However, the effectiveness of training has not been comprehensively evaluated to the extent of its impact on implementation in the work environment. This study aims to evaluate the HACCP Training Program at the Tegal Fisheries Training and Extension Center (BPPP) using the Kirkpatrick Evaluation Model which includes four levels, namely Reaction, Learning, Behavior, and Results. The study uses an evaluative quantitative approach with a survey method. Data was collected through questionnaires, documentation, as well as pre-test and post-test scores. The analysis was carried out using descriptive statistics, the Shapiro Wilk normality test, and the Wilcoxon Signed Rank Test. The results of the study showed that participants gave a very positive response to the implementation of the training (Reaction). At the Learning Level, there was a significant increase in knowledge after training (p < 0.001). Behavior level, alumni have applied the principles of HACCP very consistently in their work. Meanwhile, Level Results showed a tendency to increase the results of HACCP implementation between pre-training conditions (T0) and six months after training (T1), but the increase was not statistically significant (p = 0.261). Overall, the HACCP Training Program has been effective in improving participant satisfaction, knowledge, and behavior, although its impact on work outcomes requires longer time and implementation support in the work environment.
