Abstract

Uji Sertifikasi Kompetensi (USK) merupakan proses pengakuan kompetensi peserta didik SMK yang perlu dikelola secara terstruktur agar pelaksanaannya sesuai dengan standar Badan Nasional Sertifikasi Profesi (BNSP) dan kebutuhan dunia kerja. Penelitian ini bertujuan untuk mendeskripsikan manajemen penyelenggaraan USK di LSP P1 SMKN 51 Jakarta. Fokus penelitian meliputi struktur organisasi penyelenggaraan Uji Sertifikasi Kompetensi, pelaksanaan penyelenggaraan Uji Sertifikasi Kompetensi, serta sistem penjaminan mutu penyelenggaraan sertifikasi kompetensi. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa manajemen penyelenggaraan USK di LSP P1 SMKN 51 Jakarta dilakukan melalui: (1) struktur organisasi penyelenggaraan Uji Sertifikasi Kompetensi yang mencakup struktur organisasi, pembagian tugas dan wewenang, mekanisme koordinasi, pengambilan keputusan, serta pelaksanaan kebijakan penyelenggaraan; (2) pelaksanaan penyelenggaraan Uji Sertifikasi Kompetensi yang meliputi perencanaan asesmen, pra-asesmen, asesmen dengan menerapkan skema sertifikasi sesuai ketentuan BNSP, serta pasca-asesmen hingga penetapan keputusan sertifikasi; dan (3) sistem penjaminan mutu penyelenggaraan sertifikasi kompetensi melalui penjaminan kompetensi asesor, verifikasi Tempat Uji Kompetensi (TUK), audit internal, surveilan, pengelolaan dokumen, tindakan perbaikan dan pencegahan, komitmen manajemen, sasaran mutu, kebijakan mutu, serta mekanisme penanganan keluhan dan banding. Manajemen penyelenggaraan USK yang terintegrasi melalui ketiga aspek tersebut berperan dalam mendukung pelaksanaan sertifikasi kompetensi yang tertib, terstandar, dan berkelanjutan di LSP P1 SMKN 51 Jakarta ***** The Competency Certification Examination (USK) is a process of recognizing the competencies of vocational high school students that must be managed systematically to ensure its implementation complies with the standards of the National Professional Certification Agency (BNSP) and the needs of the labor market. This study aims to describe the management of USK implementation at LSP P1 of Vocational High School 51 Jakarta. The research focuses on the organizational structure of Competency Certification Examination implementation, the implementation of the Competency Certification Examination, and the quality assurance system for competency certification implementation. This study employed a qualitative approach using a descriptive method. Data were collected through observation, interviews, and document analysis. The findings indicate that the management of USK implementation at LSP P1 of Vocational High School 51 Jakarta is carried out through: (1) the organizational structure of the Competency Certification Examination implementation, including the organizational structure, distribution of duties and responsibilities, coordination mechanisms, decision-making processes, and implementation policies; (2) the implementation of the Competency Certification Examination, which includes assessment planning, pre-assessment, assessment through the application of certification schemes in accordance with BNSP regulations, and post-assessment leading to certification decisions; and (3) the quality assurance system for competency certification implementation through assessor competency assurance, verification of Competency Assessment Centers (TUK), internal audits, surveillance, document management, corrective and preventive actions, management commitment, quality objectives, quality policies, and complaint and appeal mechanisms. The integrated management of USK through these three aspects contributes to supporting the implementation of competency certification in an orderly, standardized, and sustainable manner at LSP P1 of Vocational High School 51 Jakarta.
