Abstract

Penelitian ini bertujuan mengevaluasi implementasi Program Pelatihan Dasar (Latsar) Calon Pegawai Negeri Sipil (CPNS) di Lembaga Administrasi Negara (LAN) menggunakan model evaluasi CIPP (Context, Input, Process, Product) dengan pendekatan kualitatif dan metode evaluatif. Data dikumpulkan melalui wawancara, observasi, dan studi dokumentasi terhadap penyelenggara, pengajar, serta peserta Latsar. Hasil penelitian menunjukkan bahwa pada aspek Context, program memiliki dasar hukum yang jelas, latar belakang yang relevan, serta tujuan yang selaras dengan nilai dasar BerAKHLAK. Pada aspek Input, tenaga pelatihan, kurikulum, peserta, serta sarana dan prasarana telah memenuhi ketentuan penyelenggaraan, meskipun terdapat tantangan dalam penyesuaian metode pembelajaran akibat kebijakan efisiensi anggaran. Pada aspek Process, pelaksanaan program melalui skema blended learning berjalan dengan baik, meskipun masih ditemukan kendala teknis pada masa transisi penggunaan platform digital terintegrasi SIBANGKOM. Sementara itu, aspek Product seluruh peserta dinyatakan lulus dengan mayoritas memperoleh kualifikasi memuaskan hingga sangat memuaskan, serta menghasilkan produk aktualisasi yang mencerminkan penerapan kompetensi dan nilai-nilai dasar ASN sesuai kebutuhan unit kerja masing-masing. Secara keseluruhan, implementasi Program Latsar CPNS di LAN terlaksana sesuai dengan pedoman penyelenggaraan yang berlaku. ***** This study aimed to evaluate the implementation of the Basic Training Program (Pelatihan Dasar/Latsar) for Civil Servant Candidates (CPNS) at the National Institute of Public Administration (Lembaga Administrasi Negara/LAN) using the CIPP (Context, Input, Process, Product) evaluation model through a qualitative evaluative approach. Data were collected through interviews, observations, and document analysis involving program organizers, instructors, and participants. The findings indicate that, in terms of the Context component, the program is supported by a clear legal foundation, a relevant background, and objectives aligned with the core values of BerAKHLAK. Regarding the Input component, the training personnel, curriculum, participants, and facilities and infrastructure complied with the established implementation standards, although adjustments to the learning methods were required in response to the government's budget efficiency policy. For the Process component, the program was implemented effectively through a blended learning scheme despite technical challenges encountered during the transition to the integrated SIBANGKOM digital learning platform. In the Product component, all participants successfully completed the program, with the majority achieving Satisfactory to Highly Satisfactory qualifications, and producing actualization projects that reflected the application of civil servant competencies and the core values of BerAKHLAK in accordance with the needs of their respective work units. Overall, the implementation of the Basic Training Program for Civil Servant Candidates at LAN was carried out in accordance with the applicable implementation guidelines.
