Abstract
Penelitian ini bertujuan untuk mengetahui secara mendalam dan menganalisis mengenai pelaksanaan pendidikan inklusi di SMPN 165 Jakarta; dalam hal pemenuhan hak pendidikan untuk siswa slow learner. Metode penelitian yang digunakan adalah kualitatif dengan mendeskripsikan semua fenomena yang terjadi. Prosedur pengumpulan data dilakukan dengan cara observasi, wawancara melalui informan, key informan, dan untuk melengkapinya dilakukan studi dokumentasi. Informan penelitian ini ialah Kepala Sekolah, Wakil Kepala Sekolah Bidang Kurikulum, guru Pendidikan Pancasila dan Kewarganegaraan, Guru Pembimbing Khusus, siswa slow learner, dan orangtua, sebagai mitra sekolah. Sedangkan key informannya adalah guru Bimbingan Konseling. Hasil penelitian ini menunjukkan bahwa pendidikan inklusi di SMPN 165 Jakarta dilaksanakan melalui beberapa kebijakan dan program, yaitu: (1) Guru Pembimbing Khusus disediakan melalui partisipasi dan swadaya orangtua, (2) ruang sumber belajar untuk anak berkebutuhan khusus, masih bersifat sementara, (3) sistem penerimaan siswa untuk anak berkebutuhan khusus, dilakukan melalui kategori jenis disabilitas intelektual. Program sekolah untuk menunjang pelaksanaan pendidikan inklusi terdiri atas; (1) pemberdayaan warga sekolah untuk guru, peserta didik, dan orangtua, (2) kegiatan pembelajaran inklusi dikembangkan melalui implementasi Kurikulum 2013 dengan model duplikasi, rencana program pembelajaran melalui metode ceramah dan diskusi kelompok, sistem rolling chair, nilai rapor merupakan hasil akumulasi penilaian dari semua guru matapelajaran dan guru pembimbing khusus, dan (3) program pendidikan individual yang dikembangkan melalui modifikasi Kurikulum 2013 yang disesuaikan dengan kebutuhan anak (ABK), pengembangan bidang akademik dan sosial, model kelas reguler dengan pull out melalui ruang sumber belajar sementara, penilaian berdasarkan kemampuan individu serta evaluasi hasil belajar tiga bulan sekali. Penelitian ini menyimpulkan bahwa SMPN 165 Jakarta telah melaksanakan pendidikan inklusi untuk memuhi hak pendidikan siswa slow learner melalui kebijakan dan program sekolah. Pelaksanaan pendidikan inklusi sudah berjalan sesuai dengan ketentuan Permendiknas No.70 tahun 2009 tentang Pendidikan Inklusi bagi Peserta Didik yang Memiliki Kelainan dan Memiliki Potensi Kecerdasan dan/atau Bakat Istimewa, namun proses pembelajaran inklusi masih terkendala oleh dukungan dan pengalaman yang kurang dari orangtua siswa. *********************** The purpose of this research is to find out deeply and analyze the Implementation of Inclusive Education in SMPN 165 Jakarta; in terms of fulfillment education rights for slow learner students. The research method used is qualitative by describing all the phenomena that happened. Data collection procedures carried out by doing observation, interviewing informant, key informant, documentation study for completing. The informant of this research is the headmaster, vice-principal of curriculum, Pancasila and Civic education teacher, special guide teacher, slow learner students, parents as the school partner. Meanwhile, the key informant is a counseling teacher. The results of this research show that inclusive education in SMPN 165 Jakarta is implemented through several policies and programs: (1) special guide teacher are provided through parents participation and self-subsistent, (2) learning resource room for the students with special needs still temporary, (3) students enrollment program for students with special needs is done through intellectual disabilities types of category. School programs for support implementation of inclusive education consist of; (1) empowering school residents for teachers, students and parents, (2) Inclusive learning activities developed by implementing the curriculum of 2013 with a duplicate model, learning program plan through speech methods and group discussion, rolling chair system, report card grades are results of assessments accumulation from all subject teachers and special guide teachers, and (3) individual education programs developed through modifications of the curriculum of 2013 that adjusted with special needs children (ABK), academic and social development, regular class model with pull out through temporary learning resource room and assessments is done based on individual capability and learning outcomes evaluations in every 3 months. This research concludes that SMPN 165 Jakarta has implemented inclusive education to fulfill the education rights of slow learner students through several policies and school programs. The implementation of inclusive education has been running accordance the Provisions of the Minister of National Education Regulation No.70 of 2009 Cincering Inclusive Education for Students Who Have Disabilities and Have The Potential for Intelligence and/ Special Talents, however, the process of inclusive learning is still constrained by the lack of support from parents of special needs students (ABK) whom still lacked experience in educating their ABK child.
