Abstract

ABSTRAK Studi ini bertujuan untuk mengevaluasi program pendidikan dan pelatihan dasar Polisi Pamong Praja Provinsi DKI Jakarta secara komprehensif, sistematik, dan sistematis dari tahapan Konteks, tahapan Input, tahapan Proses dan tahapan Produk. Desain evaluasi menggunakan metode kualitatif dan dengan pendekatan evaluasi model CIPP dan Kirckpatrick. Pengumpulan data primer dan sekunder dilakukan dengan wawancara, pengamatan, diskusi kelompok terfokus, dan mendokumentasikan studi disertasi dengan tes validasi menggunakan triangulasi dan analisis data menggunakan teknik interaktif Miles dan Huberman. Hasil evaluasi menunjukkan bahwa pelaksanaan program pada Tahapan Konteks (Context Evaluation) dengan nilai 'Baik', Tahapan Input (Input Evaluation) dengan nilai 'Baik', Tahapan Proses (Process Evaluation) dengan nilai 'Sangat Baik', dan Tahapan Produk (Product Evaluation) dengan nilai 'Baik'. Secara umum, hasil dari program studi dicapai dengan 'Baik' yang berarti bahwa sebagian besar aspek program telah dilakukan sesuai dengan kriteria evaluasi. Berdasarkan hasil evaluasi ini, direkomendasikan agar program dilanjutkan dengan beberapa perbaikan, yaitu pada: (1) Tahapan Context: Kepala Badan Pengembangan Sumber Daya Manusia (BPSDM) Kementerian Dalam Negeri segera: a. merevisi Permendagri Nomor 38 tahun 2010 untuk disesuaikan dengan ketentuan Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintah Daerah dan Peraturan Pemerintah Nomor 16 Tahun 2018 tentang Satpol PP; dan b. merevisi rumusan tujuan program agar terintegrasi dengan peningkatan kinerja anggota dan organisasi Satpol PP; c) Merevisi jenis pendidikan dan pelatihan dasar menjadi pendidikan dan pelatihan kepemimpinan dan pelatihan teknis untuk: a) Komandan Satgas Penegak Perda dan Perkada; b) Komandan Satgas Ketertiban Umum; dan c) Komandan Satgas Perlindungan Masyarakat; dan d) Pejabat Struktural dari Satuan Polisi Pamong Praja; dan (2) Tahapan Input: Kepala BPSDM Provinsi DKI Jakarta bersama Kepala Sattpol PP dan Kepala Bappeda Provinsi DKI Jakarta melakukan pertemuan trilateral guna mengalokasikan anggaran yang cukup untuk mendukung pendidikan dan pelatihan kepemimpinan dan teknis bagi Satpol PP dalam rangka membentuk sikap dan perilaku Polisi Pamong Praja yang tegas dan humanis sesuai arahan Gubernur Provinsi DKI Jakarta dan memenuhi indikator kinerja yang ditetapkan dalam rencana pembangunan jangka menengah provinsi Daerah Khusus Ibukota Jakarta Tahun 2020 hingga 2022 di bidang urusan ketertiban umum dan ketertiban umum dan perlindungan masyarakat; dan (3) Tahapan Process: Kepala BPSDM Provinsi Daerah Khusus Ibukota Jakarta, perlu memperbaharui metode pendidikan dan pelatihan dari semula metode tatap muka di kelas menjadi metode e-learning, yang lebih efektif dan efisien untuk digunakan kepada sejumlah 1.284 anggota Polisi Pamong Praja yang belum mengikuti Diklatsar Pol PP, dan (4) Tahapan Product: Kepala Satpol PP Provinsi DKI Jakarta, perlu meningkatkan sinergi dengan para Kepala Satuan Kerja Perangkat Daerah terkait untuk menetapkan standar operasional prosedur dan membangun Strategi manajemen resiko untuk menyelesaikan masalah pelanggaran peraturan daerah dan peraturan kepala daerah yang telah ditetapkan targetnya dalam Rencana Pembangunan Jangka Menengah Provinsi Daerah Khusus Ibukota Jakarta tahun 2020 s.d 2022. **************************** ABSTRACT This study aims to evaluate the education and basic training program of the Jakarta Provincial Civil Service Police comprehensively, systematically, and systematically from the Context stage, the Input stage, the Process stage and the Product stage. The evaluation design uses qualitative methods and with the CIPP and Kirckpatrick model evaluation approach. Primary and secondary data collection is done by interviewing, observing, focusing group discussions, and documenting dissertation studies with validation tests using triangulation and data analysis using the interactive techniques of Miles and Huberman. The evaluation results show that the implementation of the program in Context Evaluation with 'Good' value, Input Evaluation with 'Good' value, Process Evaluation with 'Very Good' value, and Product Evaluation ) with the value 'Good'. In general, the results of the study program were achieved with 'Good' which means that most aspects of the program have been carried out in accordance with the evaluation criteria. Based on the results of this evaluation, it is recommended that the program be continued with several improvements, namely in: (1) Context Stages: Head of the Ministry of Home Affairs Human Resources Development Agency (BPSDM) immediately: a. revise the Minister of Home Affairs Regulation No. 38 of 2010 to conform with the provisions of Law Number 23 of 2014 concerning Regional Government and Government Regulation Number 16 of 2018 concerning Satpol PP; and b. revise the formulation of program objectives to be integrated with improving the performance of members and Satpol PP organizations; c) Revising the types of basic education and training into leadership education and technical training and training for: a) Commander of the Regional and Local Law Enforcement Task Force; b) Commander of the Public Order Task Force; and c) Commander of the Community Protection Task Force; and d) Structural Officers from the Civil Service Police Unit; and (2) Input Stages: Head of DKI Jakarta Province BPSDM together with Head of Sattpol PP and Head of DKI Jakarta Bappeda hold trilateral meetings to allocate sufficient budget to support leadership and technical education and training for Satpol PP in order to form attitudes and behaviors of Civil Service Police firm and humane in accordance with the direction of the Governor of the Province of DKI Jakarta and meet the performance indicators stipulated in the medium-term development plan of the Jakarta Special Capital Region in 2020 to 2022 in the areas of public order and public order and community protection; and (3) Process Stages: Head of BPSDM of the Special Capital Province of Jakarta, needs to update the education and training method from the face-to-face method in the classroom to the e-learning method, which is more effective and efficient for the use of 1,284 members of the Civil Service Police who have not follow Diklatsar Pol PP, and (4) Product Stages: Head of the Jakarta Provincial Satpol PP, needs to improve synergy with the Heads of the relevant Regional Work Units to set operational procedures standards and build a risk management strategy to resolve the problem of violating regional regulations and regional head regulations whose targets have been set in the Medium-Term Development Plan of the Jakarta Special Capital Region Province from 2020 to 2022.
