Abstract

ABSTRAK Penelitian disertasi ini bertujuan untuk menggambarkan dan menganalisis hasil pelaksanaan program pola karier Pegawai Negeri Sipil (PNS) TNI Angkatan Laut meliputi latar belakang program, terutama dengan adanya perubahan regulasi terkait dengan kebijakan tentang Aparatur Sipil Negara dan Manajemen PNS, sumber daya manusia dan sumber daya lainnya yang sangat terkait dengan pelaksanaan program, pengawasan baik oleh aparat Inspektorat maupun SPI (Sistem Pengendalian Internal) serta implemetasi pelaksanaan program sehingga mampu menemukan pola baru guna lebih memberikan peluang pengembangan karier bagi PNS sesuai dengan tuntutan dan kebutuhan organisasi. Penelitian Disertasi ini merupakan penelitian evaluatif dengan menggunakan model CIPP (Contex, Input, Process dan Product) dan AHP (Analytical Hierarchy Process) dengan pendekatan kualitatif dan kuantitatif meliputi subjek evaluasi mulai dari aspek rugulasi, sumber daya manusia dalam hal ini para pejabat pengelola administrasi personel, para PNS dan prajurit TNI Angkatan Laut dan sumber daya lainnya baik berupa sarana dan prasarana, anggaran serta kebijakan umum organisasi TNI Angkatan Laut. Berdasarkan hasil penelitian didapat bahwa pada aspek Context hasil penilaian evaluasi sebesar 87,915% dengan kategori Baik, aspek Input sebesar 77,646% dengan kategori Cukup, aspek Process sebesar 81,135% dengan kategori Baik, aspek Product sebesar 81,251% kategori Baik. Hasil evaluasi secara keseluruhan program pembinaan karir PNS TNI Angkatan Laut ialah 81,987% dengan kategori Baik. Berdasarkan hasil evaluasi secara menyeluruh menyatakan bahwa program masih dalam kategori baik, namun perlu dilaksanakan revisi pada beberapa aspek kriteria, antara lain pada dasar penyusunan program, pengembangan struktur jabatan, peningkatan kompetensi sumber daya manusia, pemahaman program oleh para pelaksana dan optimalisasi penggunaan sumberdaya yang pada akhirnya membawa perubahan pola karier PNS TNI Angkatan Laut menjadi Pola Karier Aparatur Sipil Negara TNI Angkatan Laut. Kata Kunci: Pola Karier, Sumberdaya Manusia, CIPP dan AHP ********** ABSTRACT This dissertation aims to describe and analyze the results of the implementation of the Navy's Civil Servant career scheme program. This study investigates the background of the program, especially with changes in regulations that are related to policies regarding the State Civil Apparatus and Management of Civil Servants, human resources and others which are related to program implementation, supervision and evaluation both by the Inspectorate apparatus and the Internal Control System as well as implementing program implementation so as to be able to find new patterns to provide more career development opportunities for civil servants in accordance with the demands and needs of the organization. This research employs an evaluative study using the CIPP (Context, Input, Process and Product) and AHP (Analytical Hierarchy Process) model with qualitative and quantitative approaches covering the subject of evaluation, the aspects of regulation and human resources (the officials managing administrative personnel, civil servants and soldiers of the Navy, other resources as well such as facilities and infrastructure, budget and general policy of the Navy's organization).Base on the study, it is found that in the Context aspect the evaluation results is 87.915% with the Good category, the Input aspect is 77.664% with the Fair category, the Process aspect is 81.135% with the Good category, the Product aspect is 81.251% with the Good category. The overall evaluation results of the Navy's Civil Servant career development program are 81.987% in the Good category. Based on the results of the overall evaluation, it is stated that the program is still in the good category, but it is necessary to carry out a revision on several aspects of the criteria. The revicions are basic programming, development of position structure, enhancement of human resource competence, understanding of programes by program implementers, and optimalization of resource use that ultimately led to the change in the Navy's Civil Servant career scheme program into the Career Pattern of the Civil Apparatus of the TNI Navy.
