Abstract
ABTRACT This study aims to evaluate Culture-Based education (CBE) policies at the high school level in Special Region of Yogyakarta in which CBE has been mandatory based on the Law on the Privileges of the Special Region of Yogyakarta (DIY) which teaches manners, true noble values, and other local wisdom as found in Yogyakarta. This mandate continued with the adoption of regional regulation No. 5 of 2011 concerning the management and implementation of cultural-based education. Employing a qualitative approach with an evaluative method, the research adopted Stufflebeam’s CIPP model (Context, Input, Process, Product). Data were collected through participatory observation, in-depth interviews, and documentation, and were analyzed by Miles & Huberman's (1984) data reduction, data display, and conclusion drawing/verification. The results of this study indicate that the implementation of culture-based education policies at the high school level in Yogyakarta in some aspects have not yet reached the evaluation criteria and improvement seems needed, but in general, these policies have run well and should continue to be applied for the management and implementation of education in DIY based on the National Education System by upholding DIY’s noble cultural values in addition to respecting other regional and national. Keywords: Policy Evaluation, Culture-Based Education, CIPP, Yogyakarta ****************** ABSTRAK Penelitian ini bertujuan untuk mengevaluasi kebijakan pendidikan berbasis budaya/ Culture Base Education (CBE) di Sekolah Menengah Atas (SMA) di Daerah Istimewa Yogyakarta. Pendidikan berbasis budaya telah diwajibkan berdasarkan Undang-Undang Keistimewaan Daerah Istimewa Yogyakarta (DIY). Pendidikan berbasis budaya mengajarkan tata krama, nilai-nilai luhur dan kearifan lokal lainnya seperti yang ditemukan di Yogyakarta. Mandat ini dilanjutkan dengan peraturan daerah No. 5 Tahun 2011 tentang pengelolaan dan penyelenggaraan pendidikan berbasis budaya. Penelitian ini menggunakan pendekatan kualitatif menggunakan metode evaluatif dengan model CIPP Stufflebeam (konteks, input, proses, produk). Data dikumpulkan melalui observasi partisipatif, wawancara mendalam, dokumentasi. Analisis data menggunakan model evaluasi Miles & Huberman (1984) yaitu pengurangan data, tampilan data, dan penarikan kesimpulan / verifikasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan pendidikan berbasis budaya pada tingkat SMA di Yogyakarta dalam beberapa aspek belum mencapai kriteria diharapkan dan tampaknya perlu perbaikan. Akan tetapi secara umum, kebijakan ini telah berjalan dengan baik dan dapat terus dilanjutkan. Penerapan manajemen pendidikan dan implementasi pendidikan berbasis budaya di daerah istimewa Yogyakarta telah dilaksanakan berdasarkan Sistem Pendidikan Nasional (SPN). Penerapannya dengan menjunjung tinggi nilai-nilai luhur budaya Jawa khas Daerah Istimewa Yogyakarta dengan menghormati budaya daerah dan nasional.
