Abstract

Otonomi daerah adalah pelimpahan wewenang dan fungsi dari pusat kepada daerah dan untuk meningkatkan kesejahteraan rakyat sesuai dengan tujuannya. Otonomi dalam konteks pendidikan desentralisasi, meliputi beberapa aspek, yaitu: pengaturan keseimbangan kewenangan pusat dan daerah, pengelolaan partisipasi masyarakat dalam pendidikan, penguatan kapasitas manajemen pemerintah daerah, pemberdayaan bersama sumber daya pendidikan, kemitraan pendidikan, dan pembangunan infrastruktur sosial. Penelitian ini dilakukan dengan pendekatan kualitatif dan menggunakan metode evaluasi model CIPP (context, input, process, product). Fokus evaluasi penelitian diarahkan pada implementasi kebijakan otonomi pendidikan untuk meningkatkan kualitas pendidikan di Kalimantan Barat. Hasil penelitian menunjukkan: (1) konteks kebijakan, tujuan dan desentralisasi dalam meningkatkan mutu pendidikan di Provinsi Kalimantan Barat masih terkendala oleh keselarasan pemahaman visi dan misi pembangunan pendidikan; (2) dalam dimensi input; belum tercukupinya sumber daya (manusia, dana, dan sarana) dalam peningkatan mutu pendidikan di Kalimantan Barat; (3) proses pendidikan yang dilaksanakan di Kalimantan Barat berupaya menjawab isu-isu strategis yang melemahkan pembangunan sumber daya manusia melalui pendidikan. Namun dalam pelaksanaannya, proses yang dilakukan masih belum sesuai dengan rencana peningkatan mutu pendidikan yang termaktub dalam dokumen Rencana Pembangunan Jangka Menengah Kalimantan Barat; (4) produk pendidikan pada era penyelenggaraan otonomi pendidikan belum menunjukkan hasil yang memuaskan. Hal ini terlihat dari Indeks Pembangunan Manusia (IPM) Kalbar sebesar 66,26 pada level sedang dan berada pada posisi 29 dari 34 Provinsi di Indonesia pada tahun 2017. Autonomy in the context of decentralized education, includes a number of aspects, namely: regulating the balance of central and regional authority, management of community participation in education, strengthening local government management capacity, empowering together educational resources, education partnerships and developing social infrastructure. The study was conducted with a qualitative approach and using CIPP (context, input, process, product) model evaluation method. Focus research evaluation directed at the implementation of educational autonomy policies to improve the education quality in West Kalimantan. The results of the study show: (1) the context of policies, objectives and decentralization in developing the potential of educational institutions in West Kalimantan Province is still constrained by the alignment of understanding of the vision and mission of education development; (2) in the form of resources (human, funds, and facilities) have been not sufficient yet in the development of education in West Kalimantan; (3) the education process carried out in West Kalimantan seeks to address strategic issues that weaken human resource development through education. However, in its implementation, the process carried out is still not paying attention to aspects of educational planning; (4) educational products in the era of educational autonomy implementation have not shown satisfactory results. This can be seen from West Kalimantan Human Development Index (HDI) is 66,26 sufficiently at moderate level which is in position 29 of 34 Provinces in Indonesia in 2017.
