Abstract
*ABSTRAK* Angka penyebaran virus COVID-19 semakin meningkat sejak awal 2020, terutama di kota Jakarta yang memiliki status zona merah yang menyebabkan sejumlah proyek konstruksi menghentikan sementara pelaksanaannya. Salah satu proyek konstruksi di Jakarta Utara, yaitu Proyek Maritime Tower tetap melaksanakan pembangunan di tengah pandemi COVID-19. Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) merupakan salah satu faktor penting dalam keberhasilan proyek konstruksi terutama di masa pandemi COVID-19. Penelitian ini bertujuan untuk mengetahui penerapan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) di masa pandemi COVID-19 di proyek konstruksi Maritime Tower yang berlokasi di kecamatan Koja, Jakarta Utara. Metode penelitian yang digunakan yaitu metode survei. Perolehan data didapatkan melalui observasi, angket kuesioner, wawancara serta dokumentasi. Pengambilan sampel untuk angket kuesioner dipilih menggunakan perhitungan tabel Isaac & Michael. Observasi dilakukan untuk mengetahui penerapan SMK3 langsung di lapangan. Wawancara dengan koordinator HSE dan dokumentasi dilakukan sebagai pelengkap data dari hasil observasi dan angket kuesioner. Analisis data dilakukan dengan metode deskriptif kuantitatif. Hasil penelitian menunjukkan bahwa proyek Maritime Tower telah melaksanakan penerapan SMK3 di masa pandemi COVID-19 dengan baik dan terstruktur serta mengikuti pedoman yang ada sesuai PP No. 50 Tahun 2012 dibuktikan dengan nilai total keseluruhan yaitu 92,34% atau sangat baik, dengan uraian penilaian tahapan SMK3: 1) nilai penetapan kebijakan K3 mencapai 87,5% keterangan sangat baik, 2) nilai perencanaan K3 mencapai 100% dengan keterangan sangat baik, 3) nilai pelaksanaan K3 mencapai 90,90% dengan keterangan sangat baik, 4) nilai pemantauan dan evaluasi K3 mencapai 100% dengan keterangan sangat baik dan 5) nilai peninjauan dan peningkatan kinerja SMK3 mencapai 83,3% dengan keterangan cukup baik. *ABSTRACT* The spread of the COVID-19 virus has increased since early 2020, especially in the city of Jakarta, which has a red zone status which has caused a number of construction projects to temporarily halt their implementation. One of the construction projects in North Jakarta, namely the Maritime Tower Project, continues to carry out construction in the midst of the COVID-19 pandemic. The Occupational Health and Safety Assesment Series (OHSAS) is an important factor in the success of construction projects, especially during the COVID-19 pandemic. This research aims to determine the application of the Occupational Health and Safety Assesment Series (OHSAS) system during the COVID-19 pandemic in construction activities, by conducting a case study on the Maritime Tower construction project located in Koja sub-district, North Jakarta. The method used is the survey method. Data is obtained through observation, questionnaires, interviews and documentation. Sampling for the questionnaire was selected by using Isaac & Michael’s table calculations. Observations were made to determine the application of OHSAS directly on the project. Interviews with HSE coordinator and documentation were carried out to complement the data from observations and questionnaires. Data analysis was performed using quantitative descriptive method. The results show that Maritime Tower project has implemented OHSAS system during the COVID-19 pandemic in a good way and structured and followed the existing guidelines according to Government Regulation No. 50 of 2012 by the overall total value 92,34% or very good, with the description of the OHSAS stages: 1) the value of establishment of HSE policies reaches 87,5% with the description very good, 2) the value of OHS planning reaches 100% with the description very good, 3) the value of implementation of OHS reaches 90,90% with the description very good, 4) the value of monitoring and evaluation of OHS reaches 100% with the description very good and 5) the value of review and improvement of OHSAS performance reaches 83,3% with the description good enough.
