Abstract

Penelitian ini bertujuan untuk mengevaluasi program Pelatihan Kepemimpinan Administrator di Badan Pengembangan Sumber Daya Manusia Provinsi DKI Jakarta. Penelitian ini dilakukan mulai pada bulan Desember 2020 hingga bulan Juli 2021 dengan objek penelitian di Badan Pengembangan Sumber Daya Manusia (BPSDM) Provinsi DKI Jakarta. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Model evaluasi yang digunakan yaitu model evaluasi CIPP (Context, Input, Process, dan Product) yang dikemukakan oleh Stufflebeam. Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu wawancara dan studi dokumentasi. Dalam penelitian ini, hasil penelitian menunjukan bahwa evaluasi berdasarkan komponen context diketahui program Pelatihan Kepemimpinan Administrator diselenggarakan berdasarkan beberapa kebijakan dan berjalan sesuai dengan pedoman penyelenggaraan yang ada. Kemudian evaluasi berdasarkan komponen input, diketahui bahwa dalam komponen input ini sudah dipersiapkan dengan baik dari indikator sumber daya manusia, alokasi anggaran, kurikulum diklat serta sarana dan prasarana pada pelatihan kepemimpinan administrator. Kemudian evaluasi berdasarkan process, diketahui bahwa penyelenggara mengimplementasikan yang sudah direncanakan dengan sebaik mungkin mulai dari persiapan, implementasi sampai dengan monitoring dan evaluasi. Serta yang terakhir yaitu berdasarkan komponen product, diketahui bahwa dalam komponen ini menunjukan hasil pencapaian dari program pelatihan kepemimpinan administrator dengan melihat tercapainya nilai yang didapatkan oleh seluruh peserta pelatihan. This research aims to evaluate the Administrator Leadership Training program at the Human Resources Development Agency of DKI Jakarta Province. This research was conducted from December 2020 to July 2021 with the object of research at the DKI Jakarta Province Human Resources Development Agency (BPSDM). This study uses a qualitative approach with a descriptive method. The evaluation model used is the CIPP (Context, Input, Process, and Product) evaluation model proposed by Stufflebeam. Data collection techniques used in this research are interviews and documentation studies. In this research, the results show that the evaluation based on the context component is known to be the Administrator Leadership Training program held based on several policies and runs according to the existing implementation guidelines. Then the evaluation based on the input component, it is known that the input component has been well prepared from the indicators of human resources, budget allocation, education and training curriculum as well as facilities and infrastructure for administrator leadership training. Then the evaluation is based on the process, it is known that the organizers implement what has been planned as well as possible starting from preparation, implementation to monitoring and evaluation. And finally, based on the product component, it is known that this component shows the achievements of the administrator leadership training program by looking at the achievement of the values obtained by all training participants.
