Abstract

Tujuan dari penelitian ini adalah untuk mencari informasi tentang implementasi program kesetaraan sekolah menengah atas untuk sertifikat SMA, yaitu Paket C. Penelitian ini dilakukan di Kabupaten Tangerang, sebagai daerah yang memiliki jumlah siswa terbanyak yang mengikuti program ini. Penelitian ini menggunakan model evaluasi CIPP, yang terdiri dari konteks, input, proses dan evaluasi produk yang dapat dijelaskan lebih lanjut dalam (1) ruang lingkup, tujuan dan target program; (2) lembaga yang mengelola program, peserta didik, tutor dan sumber daya teknis, infrastruktur dan fasilitas, materi pembelajaran dan pelatihan/struktur kurikulum; (3) perencanaan, pengorganisasian, evaluasi pembelajaran, pembiayaan; (4) hasil belajar siswa. Model evaluasi yang digunakan dalam penelitian ini adalah CIPP yang mewakili konteks, input, proses dan produk. Teknik pengumpulan data dilakukan melalui wawancara dengan informan kunci, observasi peneliti dan tinjauan dokumen. Hasil penelitian ini menunjukkan bahwa implementasi program secara keseluruhan berjalan dengan baik; meskipun, masih ada beberapa daerah yang bisa diperbaiki. Oleh karena itu, masukan dari evaluasi ini diharapkan dapat mendukung dan berkontribusi pada keberhasilan pelaksanaan program. ********* The objective of this study is to evaluate the implementation of high school equivalency program for high school certificate, namely paket C. This research is conducted in the district of Tangerang, as the area which has the most number of students that take this program. This research uses the CIPP evaluation model, which consists of the context, input, process and product evaluation that can further be explained in (1) the scope, purpose and target of the program; (2) the institutions that manage the program, the learners, tutors and technical resources, infrastructure and facilities, learning and training materials/curriculum structure; (3) planning, organizing, learning evaluation, financing; (4) learners’ outcome. The evaluation model used in this research is CIPP that stands for context, input, process and product. The data collection technique was done through conducting interview with the key informants, researcher’s observation and document review. The results of this study show that the implementation of the program as a whole runs well; although, some aspects are still needed to be improved. For that reason, the input of this evaluation is expected to be abe to support and contribute to the success of the implementation of the program.
