Abstract

Penelitian ini mengkaji tentang pemberdayaan masyarakat berbasis Human Capital di Kawasan wisata Puncak, Kabupaten Bogor sebagai salah satu destinasi wisata mancanegara khususnya dari Timur Tengah. Pariwisata merupakan salah satu upaya masyarakat dalam meningkatkan kesejahteraan dan melestarikan lingkungan. Pariwisata yang tidak dikelola dengan baik, dapat berpotensi sebagai ancaman pada keberlanjutan pariwisata. Kehadiran wisatawan Timur Tengah di Kawasan wisata Puncak selain memberikan dampak positif, ternyata memberikan dampak negatif pada aspek sosial budaya masyarakat setempat khususnya dalam kemampuan untuk mempertahankan identitas sosial budaya. Penelitian ini didesain dengan menggunakan pendekatan deskriptif kualitatif dengan jenis studi kasus. Hasil penelitian menunjukkan bahwa pemberdayaan masyarakat berbasis Human Capital dalam menghadapi ancaman nonmiliter di Kawasan Puncak, Kab. Bogor dilakukan dengan cara meningkatkan kesadaran, kapasitas, akses dan peran masyarakat (individu / kelompok) dalam mencapai kualitas hidup, kemandirian, dan kesejahteraan melalui kegiatan kepariwisataan dan berbasis karakteristik budaya setempat untuk menjaga keberlangsungan Pariwisata Kunci : Pemberdayaan Masyarakat, Pariwisata Berkelanjutan, Human Capital, ancaman nonmiliter. *********** This study examines Human Capital-based community empowerment in the Puncak tourist area, Bogor Regency as one of the foreign tourist destinations, especially from the Middle East. Tourism is one of the community's efforts to improve welfare and preserve the environment. Tourism that is not managed properly can potentially pose a threat to tourism sustainability. The presence of Middle Eastern tourists in the Puncak tourist area in addition to having a positive impact, in fact has a negative impact on the socio-cultural aspects of the local community, especially in the ability to maintain socio-cultural identity. This study was designed using a qualitative descriptive approach with the type of case study. The results showed that human capital-based community empowerment in dealing with non-military threats in the Puncak area, Kab. Bogor is carried out by increasing awareness, capacity, access and the role of the community (individuals / groups) in achieving quality of life, independence, and welfare through tourism activities and based on local cultural characteristics to maintain the sustainability of tourism.
