Abstract

ABSTRAK Dalam rangka merespon permasalahan berita hoax terkait recruitment Calon Pegawai Negeri Sipil (CPNS). Penelitian ini dimaksudkan untuk mengetahui bagaimana keterbukaan informasi publik sebagai strategi humas Badan Kepegawaian Negara (BKN) dalam melawan hoax recruitment CPNS di media sosial. Strategi Humas yang diterapkan oleh humas BKN menggunakan 10 prinsip-prinsip teori Exellence yang terdiri dari fungsi manajemen strategis, top management, fungsi public relations yang terintegrasi, departemen of public relations, departemen public relations dipimpin oleh seorang manajer bukan teknisi, two way symmetrical model, public relations knowledgeable, sistem komunikasi internal yang bersifat simetris, menghargai keanekaragaman dalam organisasi, kode etik profesi humas. Penelitian ini menggunakan jenis penelitian kualitatif dengan metode pendekatan deskriptif, dilakukan dengan wawancara mendalam dengan 2 Key Informan dan 2 informan dengan teknik pengumpulan data melalui wawancara dan dokumentasi. Dan untuk menguji keabsahan data peneliti menggunakan triangulasi sumber. Hasil dari keterbukaan informasi publik sebagai strategi humas BKN mengatasi berita bohong (hoax) yang terjadi dengan dengan cara: 1). Memberi stempel “Bukan Produk BKN” atau “HOAX”, 2). Melakukan pelayanan langsung, 3).Melaporkan kepada yang berwewenang dan 4). Melakukan pengintaian / penyelidikan. Penyampaian informasi BKN lebih efektif, BKN antisipasi penyebaran berita hoax dimulai dari hal kecil dalam rangka penyusunan strategi pengendalian informasi pemerintah BKN dengan Badan Siber dan Sandi Negara (BSSN) menggelar Focus Group Discussion (FGD) bersama perwakilan dari 40 Kementrian/Lembaga serta pelaksanaan koordinasi agar BSSN dapat turut serta dalam mengendalikan informasi hoax yang beredar pada masyarakat. Kata kunci: Strategi Humas, Hoax, Humas BKN, Recruitment CPNS 2019. ABSTRACT In order to respond to hoax news issues related to the recruitment of Prospective Civil Servants (CPNS). This research is intended to find out how public information disclosure is a public relations strategy of the National Personnel Agency (BKN) against CPNS recruitment hoaxes on social medi . The Public Relations Strategy implemented by the BKN PR uses 10 principles of Excellence theory consisting of strategic management functions, top management, integrated public relations functions, the department of public relations, the public relations department is led by a manager not a technician, two way symmetrical model, knowledgeable public relations, internal communication systems that are symmetrical, respect for diversity in organizations, public relations professional code of ethics. This study uses a qualitative research method with a descriptive approach, conducted in-depth interviews with 2 Key Informants and 2 informants with data collection techniques through interviews and documentation. And to test the validity of the data researchers used source triangulation. The results of public information disclosure as BKN's public relations strategy to overcome hoaxes that occur by: 1). Give a stamp "Not BKN Products" or "HOAX", 2). Perform direct services, 3). Report to the authorities and 4). Conduct surveillance / investigation. In order to deliver BKN information more effectively, BKN anticipates the dissemination of hoax news starting from small things in the framework of developing the BKN government information control strategy with the National Siber and State Code Agency (BSSN) holding a Focus Group Discussion (FGD) with representatives from 40 Ministries / Institutions and implementing coordination so that BSSN can participate in controlling hoax information circulating to the public.
