Abstract
ABSTRAK Situasi krisis akibat pandemi COVID-19 yang melanda dunia saat ini membutuhkan pola kepemimpinan transformasional. Kebutuhan tersebut tidak hanya pada level pemerintah pusat atau pemerintah daerah, tetapi juga pemerintah desa. Penerapan pola kepemimpinan transformasional di desa sangat diperlukan pada saat pandemi COVID-19, terutama di tengah minimnya sumber daya manusia unggul, fasilitas kesehatan, infrastruktur penunjang bencana maupun terbatasnya sumber dana desa. Pada saat pandemi kepemimpinan transformasional kepala desa dituntut untuk dapat mendekontruksi pola kehidupan lama menjadi pola kehidupan baru di tengah-tengah ancaman krisis ekonomi maupun krisis kesehatan warga desa. Karena itu, tujuan penelitian ini adalah mengetahui pola kepemimpinan transformasional kepala desa dalam menghadapi pandemi COVID-19. Studi ini menggunakan pendekatan penelitian kualitatif dengan desain fenomenologi. Kerangka analisis menggunakan soft system methodology (SSM). Adapun temuan penelitian ini secara teori adalah penggabungan teori kepemimpinan transformasional yang dikemukakan oleh Bass (pertimbangan individu, stimulasi intelektual, pengaruh teridealisasi dan motivasi inspirasi) serta teori modal manusia yang dikemukakan oleh Armstrong tentang potensi modal sosial, organisasi maupun intelektual yang dapat digerakan untuk mendapatkan modal manusia yang direkatkan dengan budaya gotong royong mampu menghasilkan proses non-transaksional untuk dapat mewujudkan visi dan misi seorang pemimpin transformasional. Adapun temuan secara empiris, kepemimpinan transformasional kepala desa saat krisis merupakan kepemimpinan yang mampu mengajak bekerja sama antara warga desa serta mengkomunikasikan secara vertikal ke pemerintah pusat atau pemerintah daerah melalui saluran politis untuk kesejahteraan warga desa. Kata kunci : Kepemimpinan Transformasional, Pengaruh Teridealisasi, Motivasi Inspirasi, Pertimbangan Individu, Stimulasi Intelektual. ********** The crisis due to the Covid-19 pandemic that hit the world currently requires a transformational leadership pattern. This need is not only at the level of the central or local government but also the village government. The application of transformational leadership patterns in villages is extremely needed during the Covid-19 pandemic, especially amid the lack of superior human resources, health facilities, disaster support infrastructure, and limited village funding sources. During the pandemic, the village head's transformational leadership is required to be able to deconstruct the old pattern of life into a new pattern of life amidst the threat of an economic crisis and a health crisis for villagers. Therefore, the purpose of this study is to determine the pattern of village heads‟ transformational leadership in dealing with the Covid-19 pandemic. This study uses a qualitative research approach with a phenomenological design. The analytical framework utilizes a soft system methodology (SSM) assisted by NVivo R1 Software. The findings of this study, in theory, are the combination of the transformational leadership theory proposed by Bass (individual considerations, intellectual stimulation, idealized influence, and inspirational motivation) and the human capital theory proposed by Armstrong about the potential for social, organizational, and intellectual capital that can be mobilized to obtain human modal that are glued to the culture of mutual assistance can produce non-transactional processes to be able to realize the vision and mission of a transformational leader. As for the empirical findings, the transformational leadership of the village head during a crisis is leadership that can invite cooperation between villagers and communicates vertically to the central government or local government through political channels for the welfare of the villagers.
