Abstract
Peningkatan Kompetensi ASN di seluruh sektor terus diupayakan salah satunya melalui Pelatihan Kepemimpinan Pengawas (PKP). Pesera pelatihan PKP merupakan orang dewasa, di mana motivasi timbul dari keinginan sendiri serta suasana belajar yang menarik dan menantang akan membantu mempertahankan motivasi belajar. Salah satunya dengan menggunakan media video pembelajaran untuk mata pelatihan Pelayanan Publik Digital agar para ASN dapat lebih memahami materi secara lebih baik dan mampu meningkatkan pelayanan publik di satuan kerjanya. Pengembangan media video pembelajaran ini menggunakan Model Borg and Gall yang disederhanakan: (1) Melakukan analisis produk yang akan dikembangkan; (2) Pengembangan produk Awal; (3) Validasi Ahli Materi dan Media serta revisi; (4) Uji coba lapangan skala kecil dan revisi produk; (5) Uji coba lapangan skala besar dan produk akhir. Pelaksanaan penelitian bertempat di Pusdiklat Menpim MA RI, dengan subjek penelitian adalah peserta pelatihan PKP. Alat pengumpulan data menggunakan kuesioner kepada ahli media, ahli materi, dan peserta pelatihan. Penilaian ahli media terhadap media video pembelajaran pelayanan publik digital sebesar 80% (Layak) dan ahli materi terhadap materi pelayanan publik digital sebesar 93% (Sangat Layak). Penilaian uji coba skala kecil sebesar 60.6 (Sangat Baik) dan uji coba skala besar sebesar 58.1 (Sangat Baik). Disimpulkan media video pembelajaran yang dikembangkan layak untuk digunakan dan dimanfaatkan sebagai media dalam pembelajaran Pelayanan Publik Digital di Pelatihan Kepemimpinan Pengawas (PKP) Pusdiklat Menpim Mahkamah Agung RI. ***** The enhancement of civil servants' competencies across sectors is continuously pursued, one of which is through Supervisor Leadership Training (PKP). PKP training participants are adults whose motivation arises from personal desire and an engaging and challenging learning environment that helps sustain their learning motivation. One approach involves utilizing video-based learning media for the Digital Public Service training module, aimed at enhancing civil servants' understanding of the subject matter and their ability to improve public services within their respective units. The development of this video-based learning media follows the simplified Borg and Gall Model: (1) Analysis of the intended product; (2) Initial product development; (3) Material and media expert validation and revisions; (4) Small-scale field testing and product revisions; (5) Large-scale field testing and final product. The research was conducted at the Training and Education Center of the Ministry of Administrative and Bureaucratic Reform of the Republic of Indonesia, focusing on PKP training participants as the research subjects. Data collection employed questionnaires administered to media experts, content experts, and training participants. Media expert assessment of the digital public service video media reached 80% (Acceptable), while content experts evaluated the digital public service content at 93% (Highly Acceptable). Small-scale testing received a score of 60.6 (Very Good), and large-scale testing resulted in a score of 58.1 (Very Good). In conclusion, the developed video-based learning media is deemed suitable for utilization as a tool in Digital Public Service training within the Supervisor Leadership Training (PKP) program at the Training and Education Center of the Supreme Court of the Republic of Indonesia
