Abstract

Penelitian ini bertujuan untuk menganalisis kesesuaian antara realisasi penyandaran kapal dengan perencanaan jadwal berthing window, mengidentifikasi hambatan, dan dampaknya pada operasi penyandaran kapal. Jenis penelitian yang digunakan adalah penelitian kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara, melakukan observasi langsung, dan dokumentasi di wilayah Terminal Petikemas Koja. Teknik pemeriksaan keabsahan data melalui triangulasi sumber dan triangulasi metode. Berdasarkan hasil penelitian realisasi kegiatan sandar kapal dari total 12 kunjungan kapal milik perusahaan pelayaran OOCL hanya sebesar 16,7%. Ketidaksesuaian ini disebabkan oleh sejumlah faktor seperti faktor cuaca, keterlambatan keberangkatan kapal dari pelabuhan sebelumnya, antrian pelayanan kepanduan dan proses karantina, kesiapan dermaga, menunggu proses persetujuan bay plan muat, dan kendala operasional bongkar muat. Dampak yang timbul ini mencakup perubahan jadwal penyandaran kapal, ketidakstabilan jadwal berthing window, hambatan terhadap kegiatan penyandaran kapal, pelaksanaan bongkar muat yang tidak sesuai rencana, dan potensi berkurangnya tingkat kepercayaan pelanggan serta brand image terminal. ***** This study aims to analyze the suitability between the realization of ship berthing and berthing window schedule planning, identify obstacles, and their impact on ship berthing operations. The type of research used is descriptive qualitative research with data collection techniques in the form of interviews, observations, and documentation in the Koja Container Terminal area. The technique of checking the validity of data through source triangulation and method triangulation. Based on the results of the study, the realization of ship berthing activities from a total of 12 ship visits owned by OOCL shipping companies was only 16.7%. This discrepancy is caused by a number of factors such as weather factors, delays in ship departure from previous ports, queuing of vessels for pilotage and quarantine processes, dock readiness, awaiting approval for loading bay plans, and loading and unloading operational constraints. These impacts include changes in ship berth schedules, berthing window schedule instability, obstacles to ship berthing activities, loading and unloading that are not on track, and the potential for reduced levels of customer trust and terminal brand image.
