Abstract

Kegiatan distribusi bijih nikel di PT. Aneka Tambang memiliki banyak kendala salah satunya demurrage. Demurrage adalah biaya yang harus ditanggung penyewa atau pemilik muatan yang disebabkan adanya kelebihan waktu yang diperlukan dalam melakukan aktifitas bongkar muat di pelabuhan, dari waktu yang di telah sepakati (lay time). Penelitian ini bertujuan untuk mengetahui faktor yang menyebabkan demurrage di PT. Aneka Tambang, dampak yang ditimbulkan karena terjadinya demurrage dan untuk mengetahui besaran biaya yang dikeluarkan akibat demurrage serta upaya yang dilakukan PT. Aneka Tambang untuk mengatasi terjadinya demurrage pada proses distribusi bijih nikel. Metode yang digunakan dalam penelitian ini adalah metode kombinasi dengan menggabungkan metode kuantitatif dan kualitatif dan Sumber data yang digunakan adalah data primer dan sekunder yang terdiri dari observasi lapangan, studi wawancara, dan beberapa dokumen perusahaan yang tersedia sebagai pendukung. Dalam penelitian, peneliti melakukan pengamatan faktor dan dampak yang menyebabkan terjadinya demurrage dengan membandingkan data laporan tahun 2021 produksi tambang Maluku Utara dan Sulawesi Tenggara. Hasil penelitian menunjukan bahwa terdapat perbedaan sebesar 80% pada produksi tambang Sulawesi Tenggara mengalami demurrage dalam proses distribusinya yang disebabkan salah satunya completed loading melebihi dari batas waktu maksimal. Dengan itu diperlukanannya penanganan yang tepat untuk menghindari terjadinya demurrage dengan memaksimalkan biaya yang dikeluarkan untuk proses distribusi bijih nikel. ***** Nickel ore distribution activities at PT. Aneka Tambang has many obstacles, one of which is demurrage. Demurrage is a cost that must be borne by the lessee or owner of the cargo due to the excess time needed to carry out loading and unloading activities at the port, from the agreed time (lay time). This study aims to determine the factors that cause demurrage at PT. Aneka Tambang, the impact caused by the occurrence of demurrage and to find out the amount of costs incurred due to demurrage and the efforts made by PT. Aneka Tambang to overcome the occurrence of demurrage in the nickel ore distribution process. The method used in this study is a combination method by combining quantitative and qualitative methods and the data sources used are primary and secondary data consisting of field observations, interview studies, and several company documents available as support. In the study, the researchers observed the factors and impacts that led to demurrage by comparing the 2021 report data for mining production in North Maluku and Southeast Sulawesi. The results showed that there was a difference of 80% in the mining production of Southeast Sulawesi experiencing demurrage in the distribution process due to one of them being completed loading exceeding the maximum time limit. Therefore, proper handling is needed to avoid demurrage by maximizing the costs incurred for the nickel ore distribution process.
