Abstract

Penelitian ini dilatarbelakangi oleh Dufan sebagai obyek wisata yang ikonik di Indonesia dengan minat besar dari semua kalangan, khususnya kalangan penyandang disabilitas. Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan menurut UU No 8 tahun 2016 pasal 16 dan 85 tentang pemenuhan hak penyandang disabilitas di Dunia Fantasi (Ancol) sebagai upaya menuju destinasi wisata ramah disabilitas. Pendekatan metode penelitian kualitatif deskriptif dan dengan metode pengambilan data wawancara mendalam dan studi literatur, Hasil penelitian Dufan (Ancol) telah mengimplementasikan kebijakan ramah disabilitas berupa tersedianya ramp,signage atau papan petunjuk, kamar mandi khusus disabilitas dan terdapat kekurangan seperti tidak adanya fasilitas tambahan tour guide. atraksi atau wahana yang diperbolehkan hanya 3 wahana yaitu biang lala, turangga dan istana boneka sedangkan Dufan mempunyai 34 wahana yang tersedia. Dengan kekurangan fasilitas – fasilitas tersebut Dufan kurang mengimplementasi kebijakan UU No 8 tahun 2016 pasal 16 dan 86 tentang pemenuhan hak penyandang disabilitas di obyek wisata. Penelitian ini menunjukkan bahwa belum optimalnya fasilitas khusus disabilitas meskipun terdapat fasilitas ramah disabilitas di beberapa obyek wisata, masih terdapat kekurangan yang signifikan dalam penyediaan fasilitas serupa di berbagai objek wisata lainnya. Kata Kunci : Pariwata Ramah Disabilitas, Destinasi Wisata Ramah Disabilitas, Implementasi Kebijakan This research is motivated by Dufan (Dunia Fantasi) as an iconic tourist destination in Indonesia with a high interest from all groups, especially those with disabilities. The aim of this study is to describe the implementation of policies according to Law No. 8 of 2016 articles 16 and 85 concerning the fulfillment of the rights of persons with disabilities at Dunia Fantasi (Ancol) as an effort to become a disability-friendly tourist destination. Using a descriptive qualitative research approach and data collection methods including in-depth interviews and literature studies, the results of the study show that Dufan (Ancol) has implemented disability-friendly policies in the form of facilities, but these are still not optimal. Specific disability facilities such as additional tour guides are absent. Only three attractions are accessible to people with disabilities, namely the Ferris wheel, carousel, and "It's a Small World" ride, whereas Dufan has 34 available attractions. Due to these facility shortcomings, Dufan has not fully implemented the policies of Law No. 8 of 2016 articles 16 and 85 regarding the fulfillment of the rights of persons with disabilities at tourist destinations. This research indicates that although there are disability-friendly facilities in some tourist attractions, there are still significant deficiencies in the provision of similar facilities at various other tourist attractions.
