Abstract

Penelitian ini mengkaji pemanfaatan platform rapor pendidikan dalam melakukan perencanaan pendidikan berbasis data di tingkat Sekolah Dasar. Pendekatan deskriptif kualitatif digunakan dalam penelitian ini dan pengumpulan data dilakukan dengan teknik observasi, wawancara, dan studi dokumentasi. Data-data dianalisis secara bertahap yaitu melalui tahap pengumpulan data, tahap reduksi data, tahap penyajian data, dan terakhir tahap penarikan kesimpulan dan verifikasi. Penelitian ini dilakukan di Dinas Pendidikan Kabupaten Timor Tengah Utara dan Sekolah Dasar yang ada di Kecamatan Insana Barat. Unit analisis dalam penelitian ini adalah Pihak Dinas Pendidikan dan Kebudayaan Kabupaten Timor Tengah Utara dan Kepala Sekolah. Hasil penelitian ini menemukan bahwa Sekolah Dasar yang ada di Kecamatan Insana Barat dan di bawah lingkup Dinas Pendidikan Kabupeaten Timor Tengah Utara telah memanfaatkan platform rapor pendidikan. Sekolah Dasar juga sudah melakukan perencanaan pendidikan berbasis data yang diperoleh dari platform rapor pendidikan. Prosedur dalam melakukan perencanaan pendidikan berbasis data pertama-tama dengan melakukan unduhan data pada platform rapor pendidikan yang ada Sekolah Dasar masing-masing. Data yang diperoleh diolah melalui tahapan indentifikasi, refleksi dan benahi (IRB). Dalam melakukan tahapan IRB tersebut pihak Sekolah Dasar melakukan analisis terhadap data dan informasi yang diperoleh sehingga menemukan akar masalah yang menjadi penyebabnya dan kemudian merumuskan solusi yang tepat. Selanjutnya pihak Sekolah Dasar menentukan berbagai kegiatan yang perlu dilakukan untuk menyelesaikan masalah-masalah tersebut dan dimasukan dalam Rencana Kerja Anggaran Sekolah. Hambatan, dan tantangan yang ditemukan dalam pemanfaatan platform rapor pendidikan adalah keterbatasan teknologi, internet dan rendahnya sumber daya manusia. Solusi yang diberikan oleh pihak dinas pendidikan adalah melakukan bimbingan teknologi kepada kepala sekolah, guru, dan operator sekolah. Bagi sekolah yang memiliki keterbatasan teknologi dan internet dapat menggunakan teknologi di sekolah lain terdekat yang memiliki teknologi lebih dan ada akses internet. ***** This research examines the use of the education report card platform in carrying out data-based educational planning at the elementary school level. A qualitative descriptive approach was used in this research and data collection was carried out using observation, interview, and documentation study techniques. The data was analyzed in stages, namely through the data collection stage, data reduction stage, data presentation stage, and finally the conclusion drawing and verification stage. This research was conducted at the North Central Timor Regency Education Office and Elementary Schools in West Insana District. The unit of analysis in this research is the North Central Timor Regency Education and Culture Service and the School Principal. The results of this research found that elementary schools in West Insana District and under the scope of the North Central Timor District Education Office have utilized the education report card platform. Elementary schools have also carried out educational planning based on data obtained from the education report card platform. The procedure for carrying out data-based education planning is first by downloading the data on the education report platform at each elementary school. The data obtained is processed through the identification, reflection, and improvement (IRB) stages. In carrying out the IRB stages, the Elementary School analyzes the data and information obtained so as to find the root of the problem which is the cause and then formulate the right solution. Next, the Elementary School determines the various activities that need to be carried out to resolve these problems and includes them in the School Budget Work Plan. The obstacles and challenges found in using the educational report card platform are limited technology, internet, and low human resources. The solution provided by the education office is to provide technology guidance to school principals, teachers, and school operators. For schools that have limited technology and internet, they can use technology at other nearby schools that have more technology and internet access.
