Abstract

Penelitian ini bertujuan untuk mengevaluasi Implementasi Program Keluarga Harapan (PKH) berdasarkan analisis latar belakang, tujuan, sasaran dan strategi, Hak dan Kewajiban Peserta (Pemenuhan Kewajiban), transformasi kepesertaan, alur pelaksanaan, penyaluran bantuan, pencairan bantuan, penangguhan dan penghentian bantuan, pendampingan, peran dan dampak PKH dalam mendukung pendanaan pendidikan dasar di Kota Metro Lampung. Desain penelitian ini menggunakan model evaluasi CIPP (contex, input, process, product) model, yang dikembangkan oleh Stufflebeam dengan pendekatan deskriptif kualitatif. Survei CIPP yang diberikan kepada siswa dan orang tua, guru, kepala sekolah Dinas Pendidikan dan Dinas Sosial yang memiliki tingkat respons context sebesar 89%, input sebesar 88%, process sebesar 83%, dan product sebesar 93%. Secara global hasil implementasi PKH telah memberikan dampak dengan baik dalam mendukung pendidikan dasar di Kota Metro Lampung sehingga dapat memastikan aspek keberlanjutan akan perubahan perilaku positif bidang pendidikan sesuai dengan Pedoman Pelaksanaan PKH tahun 2017 sekaligus Ketepatan strategi program pemerintah dalam upaya meningkatkan akses pendidikan bagi siswa. Kata Kunci: Impelementasi, PKH, Pendidikan Dasar This study aims to evaluate the Implementation of the Hope Family Program (PKH) based on the analysis of background, objectives, targets and strategies, participants' rights and obligations (fulfillment of obligations), participation transformation, implementation flow, aid distribution, disbursement of assistance, suspension and termination of assistance, assistance , the role and impact of PKH in supporting basic education funding in Metro Lampung City. The design of this study uses the CIPP (context, input, process, product) evaluation model, developed by Stufflebeam with a qualitative descriptive approach. The CIPP survey was given to students and parents, teachers, principals of the Education Office and Social Service who had a context response rate of 95%, input of 95%, process of 97.5%, and product 92.5%. Globally the results of the PKH implementation have had a good impact in supporting basic education in the Metro City of Lampung so that it can ensure the sustainability aspects of positive behavior change in the education sector in accordance with the 2017 PKH Implementation Guidelines as well as the accuracy of government program strategies in efforts to improve access to education for students.
