Abstract
Penelitian ini bertujuan untuk mengevaluasi implementasi Program Pengembangan Anak Usia Dini Holistik Integratif (PAUD HI) di Kabupaten Bogor. Latar belakang penelitian adalah pentingnya pengembangan anak usia dini secara holistik untuk memastikan tumbuh kembang yang optimal, mencakup aspek kesehatan, gizi, pendidikan, pengasuhan, dan perlindungan. Namun, implementasi PAUD HI di lapangan belum berjalan optimal, dengan berbagai kendala seperti kurangnya pemahaman guru, minimnya sosialisasi, keterbatasan sarana, dan lemahnya sinergi antar lembaga. Penelitian ini menggunakan model evaluasi kombinasi CSE-UCLA dan CIPPO, untuk memperoleh analisis komprehensif dari input, proses, hingga outcome program. Data dikumpulkan melalui wawancara, dan observasi pada lembaga PAUD di Kabupaten Bogor. Hasil penelitian menunjukkan bahwa program PAUD HI belum sepenuhnya efektif, dengan permasalahan utama berupa rendahnya kualitas pengajaran holistik, minimnya kolaborasi lintas sektor, dan kurangnya dukungan fasilitas. Kesimpulan penelitian menekankan perlunya peningkatan pemahaman dan kapasitas guru, penguatan koordinasi lintas sektor, serta pengadaan sarana- prasarana yang memadai. Rekomendasi diberikan kepada pemangku kebijakan untuk memperkuat sosialisasi dan pelatihan kepada guru, melibatkan lebih banyak stakeholder dalam implementasi program, dan memastikan keberlanjutan program melalui evaluasi berkala. Penelitian ini memberikan kontribusi signifikan terhadap peningkatan kualitas PAUD HI, khususnya di Indonesia. This study aims to evaluate the implementation of the Holistic Integrative Early Childhood Development (HI ECD) Programme in Bogor District. The background of the study is the importance of holistic early childhood development to ensure optimal growth and development, including aspects of health, nutrition, education, care and protection. However, the implementation of HI ECD in the field has not been optimal, with various obstacles such as lack of understanding of teachers, lack of socialisation, limited facilities, and weak synergy between institutions. This study used a combination of the CSE-UCLA and CIPPO evaluation models to obtain a comprehensive analysis of programme inputs, processes and outcomes. Data were collected through interviews, and observations at ECD institutions in Bogor district. The results show that the HI ECD programme has not been fully effective, with the main problems being low quality holistic teaching, lack of cross-sector collaboration, and lack of facility support. The conclusions emphasise the need to increase teacher understanding and capacity, strengthen cross-sectoral coordination, and provide adequate facilities. Recommendations are given to policy makers to strengthen socialisation and training for teachers, involve more stakeholders in programme implementation, and ensure programme sustainability through regular evaluations. This research makes a significant contribution to improving the quality of HI ECD, particularly in Indonesia.
