Abstract

Penelitian ini bertujuan untuk mengidentifikasi bentuk-bentuk ketidaksesuaian dalam proses penanganan muatan berbahaya jenis ISO Tank di area penumpukan Terminal Petikemas Koja (TPK). Fokus utama penelitian ini adalah menelaah kondisi aktual penataan ISO Tank serta mengidentifikasi penyimpangan yang terjadi dalam proses penanganannya di lapangan. Penelitian ini menggunakan metode kuantitatif deskriptif dengan pendekatan perangkingan. Data dikumpulkan melalui wawancara terhadap 15 responden yang terdiri dari Manajer Operasional Lapangan, Petugas Information Center (IC), Petugas Keamanan dan Keselamatan, serta Operator Crane Lapangan. Analisis data dilakukan melalui uji validitas dan reliabilitas, perangkingan hasil indikator. Berdasarkan hasil perangkingan, penataan dan penanganan ISO Tank di TPK Koja dinilai sudah berjalan cukup baik dan sesuai dengan prosedur operasional yang berlaku. Hal ini tercermin dari tingginya skor pada indikator Evaluasi dan Pengawasan (80) serta Prosedur Penanganan (75). Namun demikian, aspek Kepatuhan Petugas terhadap ketentuan IMDG Code masih menjadi titik lemah dengan skor terendah 66,25, yang menunjukkan bahwa masih terdapat kekurangan dalam disiplin dan kesadaran petugas terhadap penerapan standar keselamatan. Untuk itu, perlu dilakukan langkah-langkah peningkatan, seperti penguatan disiplin kerja, pelatihan berkelanjutan, serta pengawasan yang lebih intensif demi menjamin penanganan ISO Tank yang aman dan sesuai regulasi internasional. Meskipun indikator Evaluasi dan Pengawasan menunjukkan performa tinggi, bukan berarti pengawasan dapat berjalan tanpa pengembangan. Diperlukan sistem pengawasan yang berkelanjutan melalui audit yang inovatif dan penerapan sistem penghargaan dan sanksi yang tepat guna mendorong terbentuknya budaya kerja yang disiplin, sigap, dan berorientasi pada keselamatan kerja di lingkungan TPK Koja. ***** This study aims to identify the forms of nonconformity in the handling process of hazardous cargo, specifically ISO Tanks, in the stacking area of Koja Container Terminal (TPK). The main focus of the research is to examine the actual condition of ISO Tank arrangement and identify any deviations that occur during its handling in the field. A descriptive quantitative method with a ranking approach was used in this study. Data were collected through interviews with 15 respondents, consisting of the Field Operations Manager, Information Center (IC) Officers, Safety and Security Officers, and Crane Operators. Data analysis included validity and reliability tests, as well as indicator ranking. Based on the ranking results, the arrangement and handling of ISO Tanks at TPK Koja are considered to have been carried out quite well and in accordance with applicable standard operating procedures. This is reflected in the high scores on the Evaluation and Supervision indicator (80) and the Handling Procedure indicator (75). However, the Compliance of Personnel with IMDG Code remains the weakest aspect, with the lowest score of 66.25, indicating a lack of discipline and awareness among staff in implementing safety standards. Therefore, improvement efforts are needed, such as strengthening work discipline, continuous training, and more intensive supervision to ensure safe ISO Tank handling in accordance with international regulations. Although the Evaluation and Supervision indicator achieved the highest score, continuous improvement is still necessary. A sustainable supervision system, innovative audits, and the implementation of an effective reward and punishment mechanism are required to foster a disciplined, responsive, and safety-oriented work culture within TPK Koja.
