Abstract

Penelitian ini bertujuan untuk mendeskripsikan faktor dan bentuk-bentuk penyalahgunaan dana beasiswa Kartu Jakarta Mahasiswa Unggul (KJMU) oleh mahasiswa Fakultas Ilmu Sosial & Hukum Universitas Negeri Jakarta. Penelitian ini dilatarbelakangi oleh fenomena maraknya penggunaan dana beasiswa yang tidak sesuai dengan peruntukannya, seperti digunakan untuk keperluan konsumtif, hiburan, hingga investasi pribadi. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui observasi, wawancara terstruktur, dan dokumentasi terhadap sepuluh mahasiswa penerima KJMU serta satu koordinator fakultas. Hasil penelitian menunjukkan bahwa faktor penyalahgunaan dana KJMU berasal dari dua faktor utama sejalan dengan teori faktor perilaku menurut Hutasoit dan Swardhana: internal dan eksternal. Faktor internal meliputi niat, sifat, dan daya emosional. Sementara itu, faktor eksternal mencakup faktor ekonomi dan faktor perilaku yang dipelajari dari lingkungan sosial. Sedangkan bentuk-bentuk penyalahgunaan yang ditemukan sejalan dengan teori organisme stimulus yang dikemukakan oleh Skinner meliputi penggunaan dana untuk keperluan non-akademik seperti belanja online, nongkrong, liburan, hingga memanipulasi dokumen administratif. Temuan ini menunjukkan bahwa program KJMU memerlukan sistem pengawasan dan pendampingan yang lebih ketat agar tujuan program dapat tercapai secara optimal. ***** This study aims to describe the factors and forms of misuse of the Jakarta Superior Student Card (KJMU) scholarship funds by students of the Faculty of Social Sciences and Law at Universitas Negeri Jakarta. The research is motivated by the phenomenon of widespread misuse of scholarship funds, such as using the funds for consumptive needs, entertainment, and even personal investments. This research employs a descriptive method with a qualitative approach. Data collection techniques include observation, structured interviews, and documentation involving ten KJMU recipient students and one faculty coordinator. The results show that the misuse of KJMU funds stems from two main factors in line with the behavioral factor theory proposed by Hutasoit and Swardhana: internal and external factors. Internal factors include intention, character traits, and emotional impulses. Meanwhile, external factors consist of economic conditions and behaviors learned from the social environment. The forms of misuse found in the study, in accordance with Skinner’s Stimulus-Organism theory, include spending the funds on non-academic purposes such as online shopping, hanging out, vacations, and manipulating administrative documents. These findings indicate that the KJMU program requires stricter supervision and mentoring systems to ensure its goals are achieved effectively.
