Abstract

Penelitian ini bertujuan untuk menganalisis perencanaan pengembangan kompetensi Aparatur Sipil Negara (ASN) berbasis teknologi di lingkungan Pusat Pengembangan Kompetensi ASN Kementerian Sekretariat Negara. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan informan yang dipilih melalui teknik purposive sampling. Data dikumpulkan melalui wawancara mendalam, observasi langsung, dan studi dokumentasi. Teknik analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan yang didukung triangulasi sumber. Hasil penelitian menunjukkan bahwa perencanaan pengembangan kompetensi ASN telah disusun secara sistematis berdasarkan kebutuhan kompetensi dasar ASN, yaitu kompetensi teknis, manajerial, dan sosial kultural. Proses perencanaan dilakukan melalui asesmen kebutuhan pelatihan (TNA) dan diintegrasikan dengan sistem berbasis teknologi seperti PINTAR Evo, PIONIR, dan POSTER. Teknologi memiliki peran penting dalam mendukung efisiensi dan akurasi perencanaan, namun tantangan tetap ada, terutama terkait kebijakan clearance dan keterbatasan anggaran. Untuk mengatasi hal tersebut, strategi kolaboratif antarunit serta pemanfaatan SDM internal dan AI telah menjadi solusi alternatif yang efektif. Kesimpulannya, penerapan teknologi telah mendukung proses perencanaan pengembangan kompetensi ASN secara lebih terstruktur dan efisien. Rekomendasi dari penelitian ini mencakup perlunya optimalisasi fitur digital berbasis AI, evaluasi berkelanjutan, serta penguatan kolaborasi lintas unit dalam mendukung keberlanjutan pengembangan kompetensi ASN di era digital. Kata Kunci: Perencanaan Pengembangan Kompetensi, ASN, Teknologi. ***** This study aims to analyze the planning of technology-based competency development for State Civil Apparatus (ASN) within the Center for Competency Development of ASN at the Ministry of State Secretariat. This research used a descriptive qualitative approach with informants selected through purposive sampling techniques. Data were collected through in-depth interviews, direct observation, and document analysis. The data analysis technique used data reduction, data presentation, and conclusion drawing supported by source triangulation. The findings indicate that the competency development planning has been systematically formulated based on ASN’s core competencies, including technical, managerial, and socio-cultural competencies. The planning process is conducted through Training Need Assessment (TNA) and integrated with technology-based systems such as PINTAR Evo, PIONIR, and POSTER. Technology plays a significant role in supporting planning efficiency and accuracy; however, challenges such as clearance policies and budget constraints persist. To address these issues, collaborative strategies across units, utilization of internal human resources, and AI-based tools have proven effective. In conclusion, the implementation of technology has supported more structured and efficient competency development planning for ASN. The study recommends the optimization of AI-based digital features, continuous evaluation, and strengthening of inter-unit collaboration to sustain ASN competency development in the digital era.
