Abstract

Penelitian ini bertujuan untuk menganalisis praktik governansi, peluang dan tantangan optimalisasi, dan potensi Penerimaan Negara Bukan Pajak (PNBP) yang berasal dari pemanfaatan sumber daya alam perikanan di Indonesia, khususnya pada subsektor perikanan tangkap. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan strategi studi kasus tunggal pada Direktorat Usaha Penangkapan Ikan, Kementerian Kelautan dan Perikanan. Hasil penelitian menunjukkan bahwa praktik governansi PNBP masih menghadapi berbagai tantangan, termasuk lemahnya koordinasi antar lembaga, ketidakefisienan sistem perizinan, dan belum optimalnya keterlibatan pelaku usaha dalam formulasi kebijakan. Optimalisasi PNBP dapat dicapai melalui pemutakhiran harga acuan ikan, digitalisasi proses perizinan, serta penyempurnaan tata kelola pungutan pascaproduksi. Potensi peningkatan penerimaan negara dapat diperkuat melalui implementasi kebijakan Penangkapan Ikan Terukur (PIT) yang berbasis kuota, zonasi, dan pengelolaan berbasis ekosistem. Temuan ini dianalisis menggunakan teori good governance, Revenue Domanial , dan earmarked revenue yang menunjukkan bahwa pengelolaan PNBP yang adil, transparan, dan berkelanjutan sangat diperlukan untuk meningkatkan kontribusi PNBP sekaligus menjaga kelestarian sumber daya alam perikanan. Penelitian ini menyarankan perlunya penguatan regulasi, peningkatan kapasitas kelembagaan, dan penyusunan skema redistribusi hasil PNBP yang lebih berkeadilan sebagai bagian dari governansi dan optimalisasi sektor kelautan dan perikanan. ***** This study aims to analyze the governance practices, optimization opportunities, and potential of Non-Tax State Revenue (PNBP) derived from the utilization of fisheries natural resources in Indonesia, particularly in the capture fisheries subsector. The research adopts a descriptive qualitative method using a single case study strategy at the Directorate of Fishing Business, Ministry of Marine Affairs and Fisheries. The findings indicate that the governance of PNBP still encounters several challenges, such as weak inter-agency coordination, inefficiencies in the licensing system, and the suboptimal involvement of business actors in policy-making. Optimization efforts may include updating reference prices for fish, digitalizing administrative processes, and enhancing the governance of post-production levies. The potential for increasing state revenue can be further supported by implementing the Measured Fishing (PIT) policy, which emphasizes quota allocation, zoning, and ecosystem-based resource management. The study applies the theoretical frameworks of good governance, Revenue Domanial theory, and earmarked revenue, highlighting the necessity of fair, transparent, and sustainable PNBP governance to boost fiscal contributions while ensuring the conservation of marine resources. This research recommends regulatory improvements, institutional capacity strengthening, and the development of a more equitable redistribution scheme for PNBP as integral components of governance and fiscal optimization in the marine and fisheries sector.
