Abstract
Penelitian ini bertujuan untuk mendeskripsikan perencanaan pengembangan kompetensi Aparatur Sipil Negara (ASN) pada Program ASN Talent Academy (ATA) yang diselenggarakan oleh Lembaga Administrasi Negara (LAN) RI. Latar belakang penelitian didasarkan pada amanat Undang-Undang Nomor 20 Tahun 2023 tentang ASN dan kebijakan manajemen talenta nasional, yang menekankan pentingnya pengembangan kompetensi sebagai strategi membentuk talent pool ASN unggul menuju visi Indonesia Emas 2045. ASN Talent Academy merupakan hasil dari proses kebijakan strategis jangka panjang sejak 2019 yang bertujuan mencetak ASN muda berpotensi tinggi melalui pembelajaran terintegrasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data meliputi wawancara mendalam, observasi, dan studi dokumentasi, yang divalidasi melalui triangulasi sumber, teknik, dan waktu. Analisis data dilakukan dengan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa perencanaan pengembangan kompetensi dilakukan melalui empat tahap utama: analisis kebutuhan berbasis pemetaan talenta, perumusan tujuan dan sasaran berbasis sistem merit, perancangan kurikulum berbasis blended learning, serta implementasi program melalui tahapan Unbundling dan Bundling. Penelitian ini juga menemukan sejumlah tantangan pelaksanaan, antara lain keterbatasan anggaran yang memengaruhi benchmarking, kebutuhan efisiensi sumber daya, serta upaya menjaga kualitas pembelajaran. Pihak penyelenggara merespons dengan inovasi seperti benchmarking virtual, optimalisasi pembelajaran daring, dan kolaborasi lintas sektor. Penelitian ini menyimpulkan bahwa perencanaan pengembangan kompetensi ASN dalam program ini merupakan proses strategis dan adaptif yang mengintegrasikan konsep manajemen talenta dan human resources development secara operasional, sehingga dapat menjadi model pengembangan ASN yang efektif dan berkelanjutan. Kata Kunci: Perencanaan, Pengembangan Kompetensi ASN, ASN Talent Academy, Manajemen Talenta, Human Resources Development. ***** This study aims to describe the planning of competency development for Civil Servants (Aparatur Sipil Negara/ASN) in the ASN Talent Academy (ATA) program organized by the National Institute of Public Administration (LAN) of the Republic of Indonesia. The background of this research is based on the mandate of Law Number 20 of 2023 concerning ASN and the national talent management policy, which emphasize the importance of competency development as a strategy to build a high-quality ASN talent pool in support of the “Indonesia Emas 2045” vision. The ASN Talent Academy is the result of a long-term strategic policy process since 2019, aimed at producing high-potential young civil servants through an integrated learning approach. This research employs a qualitative approach with a descriptive method. Data collection techniques include in-depth interviews, observations, and document studies, validated through source, technique, and time triangulation. Data analysis was conducted using the interactive model of Miles and Huberman. The results indicate that competency development planning is carried out in four main stages: needs analysis based on talent mapping, formulation of goals and objectives aligned with the merit system, curriculum design based on blended learning, and program implementation through the Unbundling and Bundling phases. The study also identifies several implementation challenges, including budget constraints affecting benchmarking activities, the need for resource efficiency, and efforts to maintain the quality of learning. The organizers responded with innovations such as virtual benchmarking, optimization of online learning, and cross-sector collaboration. This study concludes that the competency development planning for ASN in this program is a strategic and adaptive process that integrates talent management concepts with human resources development in an operational context, making it a potentially effective and sustainable model for ASN development.
