Abstract

Program Jakarta Entrepreneur diharapkan dapat membantu masyarakat untuk meningkatkan produktivitas usahanya. Namun dalam penyelenggaraannya, ditemukan masalah bahwa terjadi penurunan partisipasi UMKM binaan Jakpreneur di Kecamatan Jatinegara karena faktor internal dan eksternal. Tujuan penelitian ini adalah untuk mengetahui bagaimana pendamping berperan dalam meningkatkan partisipasi UMKM binaan dalam mengikuti program pembinaan Jakpreneur di Kecamatan Jatinegara. Penelitian ini menggunakan pendekatan kualitatif dan metode studi kasus melalui teknik pengambilan data secara wawancara, observasi, dan dokumentasi terhadap sampel penelitian yaitu tiga pendamping, lima anggota, dan seorang kepala satuan pelaksana. Analisis data penelitian ini mengacu pada teorinya Jim Ife tentang konsep community worker dan teorinya Sunarti tentang faktor pengaruh partisipasi masyarakat. Hasil penelitian menunjukkan bahwa pendamping Jakpreneur di Jatinegara telah melakukan peran fasilitasi, mendidik, representasi, dan teknis. Selain itu, terdapat faktor-faktor yang memengaruhi partisipasi peserta, meliputi faktor internal seperti kondisi sosial, ekonomi dan perubahan sikap, serta faktor eksternal seperti intensitas sosialisasi, keaktifan, kompetensi, dan stimulus pendamping, serta pengaruh dari pihak lain. Dengan demikian, proses pembinaan dalam program Jakarta Entrepreneur di Kecamatan Jatinegara dapat berjalan efektif jika pendamping menjalankan perannya dengan baik dan UMKM binaan juga ikut berpartisipasi aktif. Melalui peranan fasilitasi, mendidik, representasi, dan teknis yang dilakukan pendamping dapat mendorong keterlibatan aktif anggota dalam mengikuti program. ***** The Jakarta Entrepreneur Program is expected to help the community increase their business productivity. However, during its implementation, a problem was found in the form of a decrease in the participation of MSMEs assisted by Jakpreneur in Jatinegara District due to internal and external factors. The purpose of this study was to determine how mentors play a role in increasing the participation of MSMEs assisted in participating in the Jakpreneur mentoring program in Jatinegara District. This study used a qualitative approach and a case study method through data collection techniques through interviews, observation, and documentation of the research sample, namely three mentors, five members, and one head of the implementing unit. The data analysis of this study refers to Jim Ife's theory on the concept of community workers and Sunarti's theory on factors influencing community participation. The results of the study indicate that Jakpreneur mentors in Jatinegara have played a facilitating, educating, representing, and technical role. In addition, there are factors that influence participant participation, including internal factors such as social and economic conditions and changes in attitudes, as well as external factors such as the intensity of socialization, activeness, competence, and stimulus of the mentors, as well as the influence of other parties. Thus, the mentoring process within the Jakarta Entrepreneur program in Jatinegara District can be effective if mentors effectively fulfill their roles and the MSMEs they mentor actively participate. Through their facilitation, education, representation, and technical roles, mentors can encourage active member involvement in the program.
