Abstract

Penelitian ini bertujuan untuk mengetahui Manajemen Program Pelatihan Teknis Impact-Based Forecast (IBF) Di PPSDM MKG Badan Meteorologi Klimatologi dan Geofisika. Sub fokus penelitian ini adalah perencanaan, pelaksanaan, dan evaluasi dalam pelatihan IBF. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif. Teknik pengumpulan data melalui wawancara, observasi dan studi dokumentasi. Informan dalam penelitian ini terdiri dari kepala sub-bagian tata usaha, panitia pelaksana pelatihan, dan panitia evaluasi pelatihan. Hasil penelitian menunjukkan bahwa Manajemen program pelatihan teknis (IBF) di PPSDM MKG BMKG secara umum telah berjalan dengan baik mulai dari tahap perencanaan, pelaksanaan, hingga evaluasi. Perencanaan program pelatihan IBF di PPSDM MKG dilaksanakan secara sistematis melalui identifikasi kebutuhan dengan model ADDIE dan forum Learning Committee Meeting sebagai dasar perumusan tujuan yang berfokus pada penguatan kapasitas prakiraan cuaca nasional dan provinsi, peningkatan kualitas pelayanan, serta pembangunan kemitraan strategis dengan pemangku kepentingan. Pelaksanaannya menggunakan pendekatan coaching untuk menciptakan proses pembelajaran interaktif dan aplikatif dengan partisipasi tinggi hingga tahap evaluasi. Sedangkan evaluasi program dilakukan dengan model Kirkpatrick yang dilengkapi evaluasi formatif dan sumatif secara menyeluruh kepada peserta, pengajar, dan penyelenggara, dengan hasil menunjukkan penilaian “baik sekali” bagi pengajar dan penyelenggara serta “memuaskan” bagi peserta dan hasil evaluasi digunakan sebagai dasar penyusunan program berikutnya. ***** This study aims to examine the Management of the Technical Training Program on Impact-Based Forecast (IBF) at the Center for Human Resource Development in Meteorology, Climatology, and Geophysics (PPSDM MKG), Meteorology, Climatology, and Geophysics Agency (BMKG). The sub-focus of this research includes planning, implementation, and evaluation of the IBF training. This research employs a qualitative approach with a descriptive method. Data collection techniques were carried out through interviews, observations, and document studies. The informants of this study consisted of the head of the administrative subdivision, training organizers, and training evaluators. The findings show that the management of the IBF technical training program at PPSDM MKG BMKG has generally been well implemented, starting from the planning, implementation, to evaluation stages. The planning of the IBF training program at PPSDM MKG was systematically carried out through needs identification using the ADDIE model and the Learning Committee Meeting forum as the basis for formulating objectives, which focused on strengthening the capacity of national and provincial weather forecasting, improving service quality, and building strategic partnerships with stakeholders. The implementation adopted a coaching approach to create an interactive and applicative learning process with high participation up to the evaluation stage. The program evaluation was conducted using the Kirkpatrick model, complemented by formative and summative evaluations involving participants, trainers, and organizers. The results showed an “excellent” rating for trainers and organizers, and a “satisfactory” rating for participants. Furthermore, the evaluation results were used as a basis for designing subsequent programs.
