Abstract

Kelurahan Pulo Gebang merupakan wilayah dengan tingkat kejadian kebakaran tertinggi pada periode 2020–2022 di Kecamatan Cakung, khususnya pada kawasan permukiman padat penduduk seperti di RT.01/RW.05. Kondisi kepadatan bangunan, keterbatasan akses pemadaman, serta rendahnya pemahaman dan kesiapsiagaan masyarakat menyebabkan proses penanggulangan kebakaran sering terhambat, baik akibat kepanikan warga maupun keterlambatan pelaporan kejadian. Penelitian ini bertujuan untuk melakukan perencanaan Pre Fire Planning sebagai upaya mitigasi untuk meningkatkan efektivitas penanganan kebakaran di wilayah tersebut. Penelitian ini menggunakan metode Research and Development (R&D) dengan model ADDIE yang terbatas hingga tahap implementasi. Proses analisis dilakukan melalui penetapan lokasi penelitian, identifikasi bahaya, dan penilaian risiko kebakaran. Tahap perancangan (design) dilakukan dengan penentuan skenario kebakaran dan penyusunan rencana tanggap darurat kebakaran. Pengembangan Pre Fire Planning dalam penelitian ini mencakup pembentukan tim tanggap darurat, penentuan lokasi titik kumpul, alur proses evakuasi, serta prosedur penanggulangan kebakaran awal. Hasil implementasi menunjukkan bahwa Pre Fire Planning berpotensi untuk direplikasikan pada wilayah permukiman padat penduduk lainnya dengan karakteristik risiko kebakaran yang serupa. Adapun saran yang diberikan agar pemerintah dan pihak pemadam kebakaran turut serta memberikan dukungan dalam bentuk pelatihan rutin, penyediaan fasilitas evakuasi, ketersediaan alat pemadam kebakaran, dan pemaksimalan fungsi karang taruna sebagai relawan pemadam kebakaran. ***** Pulo Gebang Village is the area with the highest incidence of fires in the 2020–2022 period in Cakung Subdistrict, particularly in densely populated residential areas such as RT.01/RW.05. The density of buildings, limited access for firefighting, and low public awareness and preparedness often hinder the firefighting process, either due to panic among residents or delays in reporting incidents. This study aims to develop a Pre Fire Planning strategy as a mitigation effort to improve the effectiveness of firefighting in the area. This study uses the Research and Development (R&D) method with the ADDIE model, limited to the implementation stage. The analysis process was carried out through the determination of the research location, hazard identification, and fire risk assessment. The design stage was carried out by determining fire scenarios and preparing a fire emergency response plan. The development of Pre Fire Planning in this study included the formation of an emergency response team, the determination of assembly points, evacuation procedures, and initial firefighting procedures. The implementation results show that Pre Fire Planning has the potential to be replicated in other densely populated residential areas with similar fire risk characteristics. The recommendations given are for the government and fire department to participate in providing support in the form of routine training, provision of evacuation facilities, availability of firefighting equipment, and maximization of the function of youth organizations as firefighting volunteers.
