Abstract

Penelitian ini bertujuan melakukan evaluasi komprehensif terhadap Program Pendidikan Profesi Guru (PPG) Calon Guru di Indonesia melalui integrasi model CIPP (Context, Input, Process, Product) dan model Empat Level Kirkpatrick (CIPK-4L). Kajian ini dilatarbelakangi oleh peran strategis PPG dalam peningkatan kualitas guru dan transformasi pendidikan nasional, di tengah tantangan implementasi berupa disparitas mutu antar-LPTK, kesiapan peserta yang beragam, serta keterbatasan sarana di sejumlah wilayah. Penelitian ini menilai kesesuaian pelaksanaan program dengan kebijakan nasional, kualitas sumber daya dan proses pembelajaran, serta dampak program terhadap lulusan. Penelitian menggunakan pendekatan mixed methods dengan instrumen angket, wawancara, daftar cek, dan telaah dokumen. Data dikumpulkan dari berbagai pemangku kepentingan dan dianalisis secara triangulasi untuk menjamin validitas temuan. Desain evaluasi CIPK-4L memungkinkan penilaian menyeluruh mulai dari perencanaan, pelaksanaan, hingga hasil dan dampak program. Hasil penelitian menunjukkan bahwa pada aspek konteks, Program PPG memiliki dasar hukum yang kuat dan relevan dengan kebutuhan nasional. Aspek input berada pada kategori baik meskipun belum merata antar-LPTK. Aspek proses, termasuk pembelajaran, pembimbingan, supervisi, dan evaluasi, berada pada kategori sangat baik. Evaluasi pada level Reaction, Learning, dan Behavior juga menunjukkan hasil sangat baik. Namun, pada level Result ditemukan perbedaan penting antara tingkat penyerapan dan kesesuaian penempatan lulusan. Meskipun sebagian lulusan telah terserap di dunia kerja (30%), tingkat kesesuaian penempatan dengan bidang studi dan wilayah penugasan masih relatif rendah (20%). Temuan ini menunjukkan bahwa keberhasilan program secara institusional belum sepenuhnya diikuti oleh efektivitas implementasi kebijakan penempatan lulusan. Kata kunci: Evaluasi program, Pendidikan Profesi Guru (PPG), model CIPP, model Kirkpatrick, mixed methods, pendidikan guru. ***** This study aims to conduct a comprehensive evaluation of the Teacher Professional Education Program (PPG) for Prospective Teachers in Indonesia by integrating the CIPP model (Context, Input, Process, Product) and the Four-Level Kirkpatrick evaluation model (CIPK-4L). The study is motivated by the strategic role of the PPG program in improving teacher quality and supporting national education transformation, amid implementation challenges such as quality disparities among teacher education institutions (LPTKs), varying levels of participant readiness, and limited facilities in several regions. This evaluation examines the alignment of program implementation with national policies, the quality of resources and learning processes, and the program’s impact on graduates. The study employed a mixed-methods approach using questionnaires, interviews, checklists, and document analysis. The researchers collected data from multiple stakeholders and analyzed them through triangulation to ensure the validity of the findings. The CIPK-4L evaluation design enables a holistic assessment covering program planning, implementation, outcomes, and long-term impact. The findings indicate that, in terms of context, the PPG program is grounded in a firm legal framework and aligns with national priorities. The input component was categorized as good, although its quality was uneven across LPTKs. The process component, including learning activities, mentoring, supervision, and evaluation mechanisms, was rated as very good. Evaluation at the Reaction, Learning, and Behavior levels also yielded very positive results. However, at the result level, the study identified a notable discrepancy between graduate absorption and placement alignment. Although a proportion of graduates had entered the workforce (30%), the level of alignment between their employment, field of study, and assigned placement areas remained relatively low (20%). These findings indicate a gap between the program’s institutional success and the practical implementation of graduate placement policies.
