Abstract

Pembangunan Light Rail Transit (LRT) Rute Velodrome–Manggarai fase 1B di ruas Jalan Pemuda, Rawamangun bertujuan meningkatkan mobilitas masyarakat perkotaan, namun pada tahap konstruksi menimbulkan gangguan fungsi jalan yang berdampak pada mobilitas dan aksesibilitas pelajar di sekitarnya. Penelitian ini menggunakan metode deskriptif kuantitatif dengan kuesioner tertutup kepada 214 responden untuk menganalisis dampak pembangunan LRT terhadap mobilitas, aksesibilitas, serta faktor penghambat pergerakan penduduk. Hasil penelitian menunjukkan bahwa (55,1%) responden mengalami hambatan mobilitas dan (57,9%) merasakan penurunan aksesibilitas menuju sekolah, sementara (83,2%) menilai adanya gangguan fungsi jalan dan kemacetan akibat aktivitas konstruksi. Faktor dominan yang memengaruhi gangguan tersebut adalah penyempitan badan jalan untuk area proyek yang disetujui oleh (90,7%) responden. Temuan ini menegaskan bahwa penurunan mobilitas selama tahap konstruksi berbanding lurus dengan menurunnya aksesibilitas pelajar, sehingga aktivitas pembangunan LRT secara langsung berdampak terhadap kelancaran pergerakan masyarakat di kawasan terdampak. ***** The construction of the Light Rail Transit (LRT) Velodrome–Manggarai Route Phase 1B along Jalan Pemuda, Rawamangun is intended to improve urban mobility; however, during the construction stage it has caused disruptions to road functionality that affect the mobility and accessibility of nearby students. This study employs a quantitative descriptive method using a closed-ended questionnaire distributed to 214 respondents to analyze the impact of LRT construction on mobility, accessibility, and factors inhibiting population movement. The results indicate that 55.1% of respondents experienced mobility constraints and 57.9% perceived a decline in accessibility to schools, while 83.2% identified road function disruption and traffic congestion caused by construction activities. The dominant factor influencing these disruptions is the narrowing of the roadway for project areas, as agreed by 90.7% of respondents. These findings confirm that reduced mobility during the construction phase is directly proportional to decreased student accessibility, demonstrating that LRT construction activities have a direct impact on the smooth movement of communities in the affected area.
