Abstract
Tujuan penelitian adalah untuk mengevaluasi efektivitas dan manfaat Program Diklat PIM III bagi Pegawai Negeri Sipil (PNS) pada Pusdiklat Kemnaker RI dalam periode 2015 – 2016. Metode penelitian menggunakan evaluasi model CIPP (Context, Input, Process dan Product). Informan yang terlibat 57 orang dari PAN RB dan LAN, Pusdiklat Kemnaker serta BNP2TKI. Validitas instrumen dilakukan terhadap konten, kontruks, bahasa dan konsultasi ekspert. Analisis data berdasarkan tema atau konten serta subfokus terhadap keterpenuhan pada kriteria evaluasi. Triangulasi data dilakukan melalui sumber, peraturan-perundangan, waktu dan pendapat ekspert. Kesimpulan menunjukan Program Diklat PIM III belum efektif karena tujuan dan sasaran belum tercapai serta alumni belum bermanfaat bagi organisasi pengguna. Temuan penelitan : organisasi regulator Low commitment & low Perfomace, organisasi operator High Commitment & High Performance, Organisasi pengguna Low Commitment & Low Performnance. Rekomendasi untuk regulator (PAN RB dan LAN) yaitu merumuskan standar kompetensi jabatan kepemimpinan PNS yang operasional (SKKNI), menetapkan diklat PNS sebagai bagian dari seleksi, merumuskan kurikulum berbasis kompetensi dan pengelolaan Diklat PNS sebagai Human Capital; untuk Pusdiklat Kemnaker menyiapkan TUK dan Widyaiswara yang memiliki basis asesor kompetensi; untuk BNP2TKI menyeleksi calon peserta menggunakan kriteria LAN RI, mengembangkan NSPK serta mengelola alumni Diklat PIM III sebagai Human Capital. The purpose of this study is to evaluate the effectiveness and benefits of the Education and Training Leadership (Diklat PIM III) Level III for Civil Servants (PNS) in the Education and Training Center Ministry of Manpower (Pusdiklat Kemnaker RI) for the period 2015-2016. The research method uses the evaluation model of CIPP (Context, Input, Process and Product). Informants involved 57 people from PAN RB, LAN, Pusdiklat Kemnaker and BNP2TKI. The validity of the instrument is carried out on the content, construction, language and expert consultation. Data was collected through interviews, observations and document studies and analyzed based on themes or content and subfocused on compliance with evaluation criteria. Data triangulation is done through sources, regulations, time and expert judgment. The conclusions of the study show that the PIM III Training Program has not been effective because the goals and objectives have not been achieved and the alumni have not been beneficial to the user organization. Research findings: Low commitment & low performance regulatory organization, High Commitment & High Performance operator organization, Low Commitment & Low Performance user organization. Recommendations for regulators (PAN RB and LAN) namely formulating operational competency standards (SKKNI) for PNS leadership positions, implementing PNS Diklat as part of the selection, formulating competency-based curriculum and management of PNS Training as Human Capital; for the Pusdiklat Kemnaker prepare TUK and Widyaiswara based on competency assessors; for BNP2TKI selecting prospective participants using the LAN RI criteria, developing NSPK and managing PIM III Diklat alumni as Human Capital.
