Abstract

Penelitian ini menganalisis bantuan anak putus sekolah melalui pendekatan partisipatif di Kelurahan Paseban, Jakarta Pusat. Menggunakan metode kualitatif dengan wawancara dan observasi, studi ini mengevaluasi tahapan identifikasi masalah, perencanaan, pelaksanaan, dan evaluasi oleh Pokja II PKK. Temuan menunjukkan intervensi masih bersifat materialistik dan administratif, tanpa melibatkan anak serta keluarga dalam pengambilan keputusan. Pelaksanaan minim pendampingan, dan evaluasi yang hanya berfokus pada verifikasi penerimaan bantuan menyebabkan program tidak berkelanjutan. Akibatnya, reintegrasi pendidikan gagal tercapai secara efektif. Rendahnya partisipasi di Kelurahan Paseban ini merupakan respons rasional terhadap tekanan ekonomi dan ketiadaan dialog. Penelitian menyimpulkan bahwa pendekatan saat ini belum mencerminkan prinsip partisipatif Chambers (1997). Diperlukan pergeseran dari bantuan yang hanya bersifat material menuju pemberdayaan kolaboratif yang mengakomodasi realitas sosial ekonomi keluarga. Tanpa keterlibatan masyarakat sebagai subjek aktif, intervensi akan tetap menghasilkan dampak terbatas. Transformasi model bantuan diperlukan untuk menciptakan solusi yang relevan, inklusif, dan berkelanjutan bagi anak putus sekolah. Kata Kunci: Anak Putus Sekolah, Pendekatan Partisipatif, PKK, Pemberdayaan.*****This study analyzes assistance for school dropouts through a participatory approach in Paseban Sub-district, Central Jakarta. Employing a qualitative method with interviews and observations, the study evaluates the stages of problem identification, planning, implementation, and evaluation conducted by Pokja II PKK. The findings indicate that interventions remain material-driven and administrative, excluding children and their families from decision-making processes. Implementation lacks sustained mentoring, and evaluation focuses merely on verifying aid receipt, rendering the program unsustainable. Consequently, educational reintegration fails to be achieved effectively. The low participation observed in Paseban is a rational response to economic pressure and the absence of meaningful dialogue. The study concludes that the current approach does not reflect Chambers’ (1997) principles of participation. A shift from purely material assistance to collaborative empowerment that accommodates families' socio-economic realities is required. Without active community involvement as subjects, interventions will continue to yield limited impacts. Transforming the assistance model is necessary to create relevant, inclusive, and sustainable solutions for school dropouts. Keywords: School Dropouts, Participatory Approach, PKK, Empowerment
