Abstract
Penelitian ini bertujuan menganalisis peran kepolisian dalam memberikan perlindungan kepada ibu rumah tangga sebagai warga negara terhadap penipuan voice cloning di era digital. Penelitian menggunakan pendekatan kualitatif dengan desain deskriptif-analitis, sedangkan pengumpulan data dilakukan melalui wawancara mendalam, observasi non-partisipatif, dan studi dokumentasi, dengan sumber data anggota kepolisian Polres Metro Jakarta Selatan dan Polsek Pasar Minggu sebagai informan kunci, ibu rumah tangga Kelurahan Kebagusan sebagai informan, serta dosen hukum sebagai expert opinion. Hasil penelitian menunjukkan peran kepolisian telah dijalankan melalui fungsi preventif dan represif, namun keduanya belum berjalan seimbang. Fungsi preventif baru terwujud sebagai imbauan umum dan belum menyasar khusus modus voice cloning, sedangkan fungsi represif lebih terkoordinasi lewat kerja sama dengan Polda Cyber, Kominfo, dan pihak bank meski masih terkendala karakteristik kejahatan siber yang bersifat lintas batas. Penelitian ini menyimpulkan bahwa kesenjangan antara expected roles dan actual roles paling menonjol pada fungsi pencegahan, sehingga jaminan rasa aman bagi ibu rumah tangga sebagaimana diatur konstitusi belum sepenuhnya terwujud, dan diperlukan penguatan sosialisasi preventif yang lebih tepat sasaran dari pihak kepolisian. ***** This study aims to analyze the role of the police in protecting housewives, as citizens, from voice cloning scams in the digital age. The study employs a qualitative approach with a descriptive-analytical design, while data collection was conducted through in-depth interviews, non-participatory observation, and document analysis. Data sources included police officers from the South Jakarta Metro Police Department and the Pasar Minggu Police Station as key informants, housewives from the Kebagusan neighborhood as informants, and a law professor as an expert. The results show that the police have fulfilled their roles through preventive and repressive functions. However, these two functions have not been carried out in a balanced manner. The preventive function has only been realized in the form of general public advisories and has not specifically targeted voice cloning schemes, while the repressive function is more coordinated through collaboration with the Cyber Crime Division of the Provincial Police, the Ministry of Communication and Information Technology (Kominfo), and banks though it remains constrained by the cross-border nature of cybercrime. This study concludes that the gap between expected roles and actual roles is most pronounced in the preventive function; consequently, the guarantee of a sense of security for housewives, as stipulated by the Constitution, has not yet been fully realized, and the police need to strengthen their preventive outreach efforts to ensure they are more targeted.
