Abstract

Kebutuhan kakao butter di dunia terus meningkat. Hal ini menjadi peluang sekaligus tantangan bagi Indonesia sebagai negara penghasil biji kakao terbesar ketiga di dunia untuk menjadi negara besar pengekspor kakao butter. Tujuan penelitian ini adalah untuk menganalisis daya saing dan faktor penentu volume ekspor kakao butter Indonesia. Analisis daya saing menggunakan metode RCA, RSCA, dan ISP. Analisis faktor penentu ekspor kakao butter menggunakan metode gravity model, dengan jenis data yang digunakan adalah data panel sepuluh negara tujuan utama selama tahun 2001 sampai 2018. Hasil penelitian menunjukan kakao butter Indonesia kompetitif di pasar dunia dan sepuluh negara utama. Sementara analisis faktor penentu ekspor kakao butter menunjukan variabel yang berpengaruh secara signifikan terhadap volume ekspor kakao butter adalah bea keluar biji kakao dan PDB riil per kapita negara tujuan. Sementara variabel harga relatif dan jarak tidak signifikan. Berdasarkan temuan tersebut, penelitian ini menyarankan agar para pelaku usaha dapat terus meningkatkan kualitas produk mereka, serta memberikan perhatian kepada negara-negara dengan permintaan kakao butter yang besar dan memiliki PDB riil per kapita yang tinggi. Selain itu, pemerintah diharapkan mempertimbangkan kembali keberlanjutan program Gernas Kakao, dimana pendanaan program tersebut berasal dari pendapatan atas bea keluar biji kakao. The purpose of this study was to analyze the competitiveness and determinants of Indonesia's cocoa butter export volume. Competitiveness analysis uses the RCA, RSCA, and ISP methods. The analysis of the determinants of butter cocoa exports uses the gravity model method. The type of data used is panel data of ten main destination countries from 2001 to 2018. The results showed that Indonesian cocoa was quite competitive in the world market and 10 countries were selected. While the analysis of determinants of cocoa butter exports shows that the variables that affect the volume of cocoa butter exports are the export duty of cocoa beans and the real GDP per capita of the destination country. While the relative price and distance variables are not significant. Based on these findings, the implication of this study is that business people can improve the quality of their products, also give attention to countries with high demand for cocoa butter and have high real GDP per capita. In addition, the government must reconsider the Gernas Cocoa sustainability program, where the payment program is excluded from the cocoa bean export duty.
