Abstract

Abstrak Peneliti parlemen memiliki peran penting bagi parlemen di berbagai negara karena tugasnya dalam menyediakan data dan informasi bagi anggota parlemen dalam merumuskan kebijakan parlementer sehingga kuat berbasis data dan fakta (evidence based policy). DPR RI memiliki peneliti parlemen di bawah Pusat Penelitian Badan Keahlian DPR. Majamen kompetensi peneliti DPR unik dan menarik untuk diteliti karena berada pada dua sistem regulasi yaitu UU DPR dan UU ASN. Tujuan penelitian ini menganalisis proses manajemen kompetensi peneliti DPR dalam setiap tahapannya yang terdiri atas perencanaan kompetensi, akuisisi kompetensi, pengembangan kompetensi, dan penempatan kompetensi sehingga tergambar praktek penyesuaian yang dilakukan, tantangan dan kendalanya, kesulitan yang dihadapi serta praktek baik yang telah dilakukan untuk mendukung kebijakan dan pelaksanaan fungsi DPR. Penelitian ini mengunakan pendekatan kualitatif dengan metode sudi kasus eksplanatoris. Data diperoleh dari hasil wawancara kepada informan yang dipilih secara purposive, observasi, dan studi dokumen. Triagulasi data dengan mengecek dan mediskusikan data ke informan yang berbeda dan membandingkan hasil wawancara dengan dokumen atau obesrvasi. Hasil penelitian mengonfirmasi sejumlah temuan (1) Dalam proses perencanaan, peneliti DPR berusaha mengembangkan model kompetensi yang khas sesuai kebutuhan DPR yang berbeda dengan peneliti pada umumnya. Hanya saja pada prakteknya terkendala aturan pembinaan dan standar kompetensi peneliti yang sepenuhnya mengacu pada Peraturan LIPI dengan karakter yang sangat ilmiah dan akademis. Oleh karena itu peneliti memiliki dua orientasi kinerja kompetensi yang sama-sama harus dipenuhi dan disesuaikan. (2) Dalam proses akuisisi kompetensi, tidak adanya standar acuan kompetensi peneliti yang sesuai kebutuhan DPR menyulitkan upaya menemukan peserta rekrutmen yang tepat. Konteks kebutuhan DPR diperkuat saat wawancara dan saat pelatihan induksi (prajabatan) untuk mengenalkan proses kerja parlemen. (3) Dalam proses pengembangan kompetensi, seluruh instrumen pengembangan yang dilakukan diarahkan untuk memenuhi standar kompetensi dan hasil kerja minimal peneliti. Sementara untuk konteks kebutuhan DPR, proses pengembangan dilakukan melalui penugasan, sharing dengan senior dan sejawat, serta melalui coaching. Oleh karena itu penting ditumbuhkan iklim pembelajaran dalam organisasi (learning organization) dan sistem manajemen pengetahuan (knowledge management system). (4) Dalam proses penempatan kompetensi, peneliti DPR telah ditempatkan sesuai bidang kepakaran. Penilaian kinerja berdasarkan pencapaian HKM dan angka kredit peneliti yang juga menentukan karir peneliti berdasarkan Peraturan LIPI. Kendala muncul ketika mendistribusi tugas pendampingan kepada DPR berdasarkan level jabatannya karena distribusi tugas lebih berdasaran beban kerja. Dualisme sistem regulasi yang mengatur kinerja kompetensi peneliti DPR membuat peneliti harus bekerja dua kali, membagi waktu dan konsentrasi, dan dalam tingkat tertentu menjadi demotivasi karena banyak pekerjaan pendampingan kepada DPR tidak dinilai sebagai kinerja. Oleh karena itu penelitian ini merekomendasikan pentingnya model manajemen kompetensi peneliti DPR yang sesuai kebutuhan dan pencapaian tujuan strategis DPR. Kata Kunci: kompetensi, manajemen, peneliti, layanan penelitian parlemen   Abstract Parliamentary researchers have an important role for parliaments in various countries because of their duties in providing data and information analysis for parliamentarians in formulating parliamentary policies so that they are strong based on data and facts (evidence based policy). The DPR RI has parliamentary researchers under the DPR’s Research Center. The competency management of DPR researchers is unique and interesting to study because it lies in two regulatory systems, namely the DPR Law and the ASN Law. The purpose of this research is to analyze the competency management process of DPR researchers in each stage consisting of competency planning, competency acquisition, competency development, and competency deployment so that illustrated the adjustment practices made, challenges and obstacles faced, difficulties faced and good practices that have been carried out to support the the implementation of the DPR’s functions. This study uses a qualitative approach with an explanatory case study method. Data obtained from interviews with selected informants purposively, observation, and document. Data triagulation by checking and discussing the data with different informants and comparing the results of interviews with documents or observations. The results of the study confirm a number of findings (1) In the planning process, DPR researchers try to develop a specific competency model according to the needs of the DPR which are different from researchers in general. It's just that in practice it is constrained by coaching rules and competency standards of researchers which fully refer to the LIPI Regulations with a very scientific and academic character. Therefore, researchers have two competency performance orientations which both must be met and adjusted. (2) In the competency acquisition process, the absence of a researcher competency reference standard that meets the DPR's needs makes it difficult to find the right recruitment participants. The context for the needs of the DPR is strengthened during interviews and during induction training (prajabatan) to introduce the parliamentary work process. (3) In the competency development process, all development instruments carried out are directed at meeting competency standards and the minimum work results of researchers. Meanwhile, in the context of the DPR's needs, the development process is carried out through assignments, sharing with seniors and colleagues, and through coaching. Therefore it is important to develop a learning organizations and knowledge management system. (4) In the competency deployment process, DPR researchers have been assigned according to their field of expertise. Performance appraisal is based on the HKM achievement and the researcher's credit score which also determines the researcher's career based on the LIPI regulations. Constraints arise when distributing tasks based on their level of competency because the distribution of tasks is more based on workload. The dualism of the regulatory system that regulates the competency performance of DPR researchers means that researchers have to work twice, divide their time and concentration, and to a certain extent become demotivating because a lot of mentoring work to the DPR is not assessed as performance. Therefore, this study recommends the importance of a competency management model for DPR researchers that is appropriate to the needs and achievement of the DPR's strategic objectives.
